Designates rescue cats as the official state cat; establishes that a rescue cat is a cat of any breed or mixture of breeds rescued and adopted from an animal shelter or rescue group located in the state.
Prohibits sale of cats, dogs, or rabbits by pet shops; prohibits certain transactions between animal shelters, pounds, animal rescue organizations, and animal breeders or brokers; repeals "Pet Purchase Protection Act."
Requires registry of animal rescue organizations; requires animal rescue, pet shop, shelter, or pound notify person adopting or purchasing animal of animal's behavioral and medical history; designated as "Rocky's Law."
