To Authorize The Financing Of Energy Efficiency Improvements, Alternative Energy Improvements, Building Resiliency Improvements, And Water Conservation Improvements.
Establishes the green affordable pre-electrification program to assist owners and tenants in residential properties in curing structural and building code defects which render the properties ineligible for improvements or projects relating to energy savings, green-house gas emissions reductions, climate change adaptation and resiliency project grants; establishes the energy efficiency and electrification interagency coordination group to coordinate between certain energy efficiency programs.
Provides a tax exemption from sales and compensating use taxes on alternative energy systems including alternative energy systems, new Energy Star appliances and tangible personal property used in or on habitable residential and non-residential structures to improve energy efficiency; defines relevant terms; authorizes municipalities to adopt the exemption.
Authorizes the New York State Energy Research and Development Authority to loan money to utility companies for purposes of capital expenditures; authorizes the issuance of bonds.
Allows value of SREC-IIs to be included in cost-benefit calculations under energy savings improvement programs.
Increases the number of entities to whom the New York state energy research and development authority must submit an annual report; requires the report to include a brief summary of all proceeds collected and administered by the authority pursuant to an order of the public service commission or pursuant to regulation, including, but not limited to, assessments, fees, taxes, transfers, corporate income or surcharges imposed on energy consumers or power generators.
