Relative to creating a state assessment on non-homestead luxury second homes to fund statewide housing development programs and address housing shortages and making appropriations therefor.
Directs the state office for the aging to establish a grant program for the provision of home-delivered meals to eligible homebound individuals on weekends and state-recognized holidays by eligible entities; requires a report; makes an appropriation therefore.

Provides qualified homeless individuals non-driver state identification cards if there is proof provided that such individual is in fact homeless.
Increases salaries for foster care direct care workers; makes an appropriation therefor.
Provides that admission agreements at adult homes include language providing that daily room and board rates at adult homes shall be increased when the minimum wage in New York City increases in an amount equal to the percentage of such minimum wage increase; states that such adjustment applies solely to room, board and non-medical supportive services and shall not affect Medicaid reimbursement rates.
Relates to establishing distinctive "Women Veterans" plates and the women veterans support fund; establishes that moneys of the fund will be used for women veteran homelessness, counseling and other programs that support women veterans.
