Requires parity in the mental and physical health treatment of the residents of New York state; provides that both mental and physical health "will be matters of public concern and provision therefor shall be made by the state and by such of its subdivisions".
Establishes a centralized mental health data reporting and integration platform to be utilized by all state-operated and county-administered mental health programs, as well as all providers licensed or funded by the office of mental health for the provision of mental health services.
Requires course work or training in menopausal health for physicians, physician assistants, nurses, mental health practitioners, psychologists and social workers.
Regulates personal loans made by a lender to a resident of or person physically located in the state of New York; exempts certain lenders.
Relates to the performance of medical services by physician assistants; provides that a physician assistant may practice without the supervision of a physician when such physician assistant is employed by a health system or hospital and is credentialed and given privileges by such health system or hospital, or when such physician assistant is licensed, has practiced for more than six thousand hours, is practicing in primary care, and is performing certain functions.

Defines "mental health clubhouse"; provides that the department of health, in consultation with the office of mental health, shall authorize Medicaid reimbursement for services provided by mental health clubhouses.
Enacts the mental health assessment and record keeping for the coroner's office act; requires the coroner, coroner and coroner's physician, or the medical examiner, to conduct a mental health assessment when a death occurs in such person's jurisdiction; requires death certificates list an underlying mental illness as the cause of death when a person commits suicide; requires life insurance policies to pay upon a suicide which the coroner, coroner and coroner's physician, or the medical examiner indicated an underlying mental illness as the cause of death.
Establishes a uniform effective date for health insurance benefit mandates by requiring that every law that adds provisions to or amends provisions of sections 3216, 3221, and 4303 of the insurance law requiring a policy of health insurance to provide coverage for a new health care service, treatment, or benefit, or that otherwise mandates coverage under such policy shall take effect no earlier than the first of January next succeeding the date on which it shall have become a law and shall apply to policies and contracts issued, renewed, modified, altered or amended on or after such effective date.
Requires health care plans and payors to have a minimum of twelve and one-half percent of their total expenditures on physical and mental health annually be for primary care services.
