Provides that in the repair of a collision damaged motor vehicle, no motor vehicle repair shop or insurer shall deviate from the collision repair guidelines, procedures, recommendations and service bulletins issued by a vehicle or original equipment manufacturer without the written authorization from the vehicle owner or such owner's representative.
Relating to the right of a motorist who fails to hold a driver's license or maintain motor vehicle liability insurance or other financial responsibility for a motor vehicle to recover damages arising from a motor vehicle collision.
Requires any motorized recreational vehicle operated, sold or transferred within New York state to be titled with the department of motor vehicles; provides that no person shall sell, transfer or purchase a motorized recreational vehicle without a valid title; directs the department of motor vehicles to maintain a digital database of titled motorized recreational vehicles; provides penalties for noncompliance.
