Allowing the commissioner of the department of education to withhold funds from public schools if such schools are not providing special education services in compliance with state law.
Provides that any schools days a public school is closed due to a declared state of emergency be deemed excused for purposes of compliance with minimum school days calendar requirements.
Establishes Office of Leave Time Compliance in DCA to ensure municipal, county, and school district compliance with accumulated sick leave and vacation leave laws.
