An Act To Amend Sections 67-1-301, 67-1-303, 67-1-305, 67-1-307, 67-1-309, 67-1-311, 67-1-313 And 67-1-317, Mississippi Code Of 1972, Which Are Sections Of Law That Authorize And Regulate The Selling And Shipping Of Wine Directly To Residents Of This State, To Authorize The Selling And Shipping Of Distilled Spirits Directly To Residents Of This State Under Similar Regulation; To Revise The Definitions Of Certain Terms And To Define The Term "distilled Spirits" For The Purposes Of Such Sections Of Law; To Amend Sections 27-71-5 And 27-71-7, Mississippi Code Of 1972, To Provide The Privilege Tax Required For The Issuance Of A Direct Shipper's Permit Instead Of The Issuance Of A Direct Wine Shipper's Permit; To Levy A Tax On The Sales And Shipments Of Distilled Spirits Made By A Direct Shipper; To Amend Sections 27-71-15, 67-1-45, 67-1-51, 67-1-53, 67-1-55, 67-1-57 And 67-1-73, Mississippi Code Of 1972, In Conformity To The Provisions Of This Act; And For Related Purposes.

An Act To Amend Section 25-11-127, Mississippi Code Of 1972, To Change The Required Separation Period For Retirees Returning To Work From 90 Days To 30 Days; To Create An Alternative Return-to-work Provision For Retirees Who Are Not Subject To An Actuarial Reduction In Their Retirement Allowances, Except As A Result Of Taking A Partial Lump-sum Distribution Or Any Other Optional Benefit Under Section 25-11-115; To Allow A Retiree To Return To Work For A Period Of Time As Agreed To Between The Employee And The Employer, At Compensation In An Amount Not To Exceed 80% Of The Salary In Effect For The Position At The Time Of Employment; To Require The Execution Of A Written Agreement After The Conclusion Of The Separation Period Providing Certain Details Of The Employment; To Provide That The Employer Shall Pay To The Board Of Trustees Of The System The Full Amount Of Both The Employer's And The Employee's Contributions On The Amount Of Compensation Received By The Retiree Returning To Work; To Specify That The Employee Shall Not Gain Any Additional Rights Or Benefits Toward Retirement From Returning To Work Under This Alternative Return-to-work Provision; To Specify That Employer Contributions For Employees Returning To Work Are Designed To Offset Any Pension Liability Created By This Provision; To Prohibit Retirees From Returning To Work As Elected Officials, K-12 School Superintendents, Or Administrators At Universities Or Community Or Junior Colleges Under This Provision; To Provide For The Repeal Of This Provision On July 1, 2036; To Amend Section 25-11-126, Mississippi Code Of 1972, To Conform To The Reduction In The Required Separation Period; And For Related Purposes.

An Act To Amend Sections 25-11-103, 25-11-105, 25-11-109, 25-11-111, 25-11-112, 25-11-113, 25-11-114, 25-11-115, 25-11-117, 25-11-119, 25-11-127 And 25-11-147, Mississippi Code Of 1972, To Reform The Fifth Tier Of The Public Employees' Retirement System Of Mississippi; To Reduce The Vesting Period From Eight To Six Years; To Reduce The Required Years Of Service For Retiring Regardless Of Age From 35 To 30; To Allow Retirement When The Sum Of A Member's Age And Years Of Creditable Service Is At Least 80 Years; To Raise The Multiplier For The Defined-benefit Portion Of The Plan From 1% To 1.25% For Each Year Of Service Exceeding 20 Years Of Creditable Service; To Provide For A Cost-of-living Adjustment (cola) Tied To The Consumer Price Index For Urban Wage Earners And Clerical Workers (cpi-w) But Capped At 1.5%; To Provide That There Shall Be No Cola If The Cpi-w For The Past 12 Months Is Zero Or Less, Or If The Unfunded Actuarial Accrued Liability Of The System Is Greater Than 15%; To Require The Board To Cause To Be Published Online, On An Annual Basis, The Results Of Actuarial Surveys To Enable Lawmakers And The Public To Monitor The Fiscal Health Of The System; To Require The Board To Provide Annual Retirement Planning Seminars For All Members Of The System; To Provide For A Deferred Retirement Option Plan (drop); To Provide A Minimum Employer Match For The Defined-contribution Portion Of 3%, Or A Minimum Of 5% For First Responders; To Provide An Enhanced Match Of An Additional 1% For Every Additional Five Years Of Service As A First Responder; To Provide That The Employer Shall Contribute $2,000.00 To The Defined Contribution Account Of Every Employee Who Has Completed 10 Years Of Membership Service; To Allow First Responders Who Are Vested To Buy Back Up To Five Years Of Creditable Service For Service Rendered Before March 1, 2026; To Allow A Member To Retire At The Age Of 55 After 20 Years Of Service As A First Responder, Or After Having Completed At Least 25 Years Of Service As A First Responder; To Provide A Multiplier For The Defined-benefit Portion Of The Plan Of 1.5% For First Responders; To Provide A Partial Lump-sum Option (plso); To Provide Enhanced Disability Benefits And Survivor Benefits For First Responders; To Bring Forward Section 25-11-123, Mississippi Code Of 1972, For The Purpose Of Possible Amendment; And For Related Purposes.
