An Act To Create The "2025 Mississippi Youthbuild Pilot Program Act"; To Establish A Youthbuild Program At Coahoma Community College And At Jones County Junior College To Determine The Potential Impact Of Youthbuild On Helping Low Income Youth Rebuild Their Lives And The Communities In Which They Live; To Provide That Certain Disadvantaged Youth Will Be Provided With Opportunities Through The Youthbuild Program For Employment, Education, Leadership Development, Entrepreneurial Skills Development And Training In The Construction Or Rehabilitation Of Housing For Special Needs Populations And Low Income Households; To Define Certain Terms; To Require Each College To Apply For Grant Funding From The United States Department Of Labor; To Require The Department Of Human Services To Provide The College's Required Matching Funds For A Youthbuild Grant; To Specify Certain Services That Must Be Provided Through The Youthbuild Program; To Establish Eligibility Criteria For Participation In The Program; To Require The Division Of Family And Children's Services To Submit A Report To The Legislature On The Youthbuild Program Before January 1, 2028; To Bring Forward Section 43-26-1, Mississippi Code Of 1972, Which Creates The Mississippi Department Of Child Protection Services, For Purposes Of Possible Amendment; And For Related Purposes.

An Act To Impose A Delivery Fee Of Thirty Cents On Each Commercial Transaction Which Involves Retail Delivery In Mississippi; To Provide Retailers With The Discretion To Collect The Fee From The Purchaser; To Provide That The Delivery Fee, If Stated Separately On The Receipt, Invoice Or Bill Of Sale, Shall Be Excluded From The Sales Prices For Tax Purposes; To Provide That The Retail Delivery Fee Shall Be Charged In Addition To Any Other Delivery Fee Which, The Total Of Both Must Be Indicated As Separate Items; To Provide That The Delivery Fee Is Imposed Once Per Transaction And Is Nonrefundable If Any Or All Of The Items Purchased Are Returned To The Retailer; To Provide That The Delivery Fee Shall Be Refunded If For Any Reason The Retail Delivery Is Cancelled; To Exempt Certain Items From Imposition Of The Delivery Fee; To Require A Retailer Or Market Place Provider To Begin Collecting And Remitting The Delivery Fee To The Commissioner Of Revenue On The First Day Of Each Month; To Require The Retailer To Report And Remit The Fee On The Retailer's Income Tax Return; To Prescribe The Manner By Which The Fee Must Be Collected By The Retailer Or A Third-party Entity And Remitted To The Commissioner Of Revenue; To Require The Commissioner Of Revenue To Pay Interest On Any Overpayment Refunded Or Credited To The Retailer From The Date Of Payment Of The Fee Until The Date The Refund Is Paid Or Credited; To Require The Commissioner To Retain One Percent Of The Total Delivery Fees Collected For The Purposes Of Administering Its Enforcement Of The Retail Delivery Fee Collection; To Require The Commissioner To Deposit 60% Of The Balance Of The Proceeds Of The Collected Delivery Fees Into The "state Highway Maintenance Fund" And The Remaining 40% Of The Balance Of The Proceeds Of The Collected Delivery Fees Into The "2022 Capacity Project Fund"; And For Related Purposes.

An Act To Regulate The Operation Of Utility-type Vehicles (utvs) Or Side-by-sides On The Public County And Municipal Roads And Streets Within The State Of Mississippi; To Define Terms Used In This Act; To Require The Registration Of Utvs With The Department Of Revenue In The Same Manner As Passenger Motor Vehicles; To Authorize The Operation Of On County And Municipal Public Roads And Streets With Posted Speed Limit Of 55 Miles Per Hour Or Less; To Require Owners Of Utvs And Side-by-sides To Obtain A License Plate And Registration From The Department Of Revenue Upon Presenting Proof Of Ownership And Liability Insurance For The Utv And Payment Of An Annual Fifty-dollar Registration Fee; To Require The Department Of Revenue To Determine The Color And Design Of The License Tags; To Exempt Owners From The Payment Of Ad Valorem Property Taxes To The County Where The Vehicle Is Registered; To Provide For The Deposit And Distribution Of The Registration Fees By The Department Of Revenue And The State Treasurer; To Provide That The Funds Distributed To Counties Shall Be Used For The Maintenance Of Roads And Bridges Therein; To Require Operators Of Utvs And Side-by-sides To Be At Least Sixteen Years Old And Possess A Valid Driver's License; To Require Operators Of Utvs To Have Their Driver's License And Proof Of Financial Responsibility At All Times While Operating Utvs And Side-by-sides On The Public Roads Of The State; To Limit The Operation Of Utvs And Side-by-sides On Public Roads By A Sixteen-year Old With Only A Conditional Driver's License To Operating The Utv During Daylight Hours While Accompanied With A Licensed Adult Driver Over The Age Of Eighteen; To Prohibit The Operation Of Utvs And Side-by-sides On Public Roads By Anyone Holding Only A Learner's Permit; To Provide That No Child Under The Age Of Eight May Be A Passenger In A Utv Or Side-by-side While Operated On A Public Road; To Prescribe The Specific Safety Features A Utv Or Side-by-side Must Be Equipped With To Be Registered With The Department Of Revenue For Purposes Of Operating On Public Roads; To Amend Sections 63-2-1, 63-3-103, 63-15-3, 63-21-5, 63-21-9, 27-19-3, 27-19-31, 27-51-5 And 27-51-41, Mississippi Code Of 1972, In Conformity To The Preceding Provisions; To Bring Forward Section 63-15-4, Mississippi Code Of 1972, For The Purpose Of Possible Amendments; And For Related Purposes.
