An Act To Establish The State Correctional Facilities Monitoring Unit; To Provide That The Monitoring Unit Shall Be Within The Department Of Public Safety; To Provide That The Monitoring Unit Shall Provide Certain Investigation And Evaluation Of The State Correctional Facilities As Well As Any Private Correctional Facilities That Are Utilized By The State To House State Offenders; To Require The Monitoring Unit To Make Available Certain Reports Pertaining To Its Monitoring Of The State Correctional Facilities; To Require The Department Of Public Safety To Contract With A Correctional Facility Expert Who Shall Provide Certain Training For The Monitors; And For Related Purposes.

An Act To Require The Holder Of An On-premises Retailer's Permit Under The Local Option Alcoholic Beverage Control Law To Have At Least One Breath Analysis Device That Measures Blood Alcohol Content, That, Upon Request By A Patron, May Be Used To Test The Patron's Blood Alcohol Content; To Provide That The Holder Of An On-premises Retailer's Permit For The Sale Or Consumption Of Alcoholic Beverages Shall Not Be Liable For Any Negative Reading, Or False Or Incorrect Reading, As A Result Of The Blood Alcohol Content Testing; And For Related Purposes.

An Act To Create The Health Care Facility Right To Visit Act To Prevent All Health Care Facilities That Are Licensed By Or Have Received A Certificate Of Need From The Department Of Health From Instituting Any Policy That Limits Patients' Abilities To Be Visited By Designated Family Members Or Friends During Any Hospitalization Or Treatment; To Allow The Facilities To Impose Reasonable Safety Requirements; To Provide That No Facility Shall Be Held Liable For Damages In An Action Involving A Liability Claim Against Such Facility Arising From The Facility's Compliance With The Act; And For Related Purposes.

An Act To Amend Section 43-13-117, Mississippi Code Of 1972, To Authorize The Direct On-site Supervisor Of A Provider In A Managed Care Organization Under Any Managed Care Program Implemented By The Division Of Medicaid Who Has Begun The Process For Credentialing And Previously Has Not Been Denied Credentialing To Sign Off On The Work Of The Provider During The Time That The Provider Is Awaiting A Decision On His Or Her Credentialing, And To Allow The Provider To Receive Reimbursement From The Organization For The Work That Has Been Signed Off On By The Supervisor; To Amend Section 43-13-121, Mississippi Code Of 1972, To Provide That Whenever The Division Determines After A Hearing That A Provider Has Violated Any Provision Of The Medicaid Law, The Division May Not Suspend Reimbursement Payments To The Provider During The Time That The Decision Of The Division Is On Appeal By The Provider, Unless The Provider Previously Has Been Convicted Of Fraud In Connection With The Medicaid Program; And For Related Purposes.

An Act To Amend Section 7-9-70, Mississippi Code Of 1972, To Include Baptist Medical Center And Any Burn Center Affiliated With A Level 1 Trauma Center In The Mississippi Trauma Care System As A Burn Center For Which Funds Shall Be Appropriated From The Mississippi Burn Care Fund; To Delete The University Of Mississippi Medical Center As Being An Agency Responsible For Receiving Gifts, Donations, Bequests, Appropriations Or Grants And For Deposit Of Such Into The Mississippi Burn Care Fund; To Amend Section 27-19-44.4, Mississippi Code Of 1972, To Increase The Amount Of The Additional Fee That Is Imposed For Any Distinctive Or Special License Tag Or Plate And The Proceeds Of Which Are Deposited Into The Mississippi Burn Care Fund; To Amend Section 41-59-3, Mississippi Code Of 1972, To Provide That The State Board Of Health Shall Revise The Plan For The Delivery Of Services To Mississippi Burn Victims Through The Existing Trauma Care System Of Hospitals To Include Baptist Medical Center And Any Burn Center Affiliated With A Level I Trauma Center In The Mississippi Trauma Care System; To Amend Section 27-19-43, Mississippi Code Of 1972, To Assess An Additional Fee Of Fifty Cents Upon Each Set Of License Tags And Two Decals Issued, Or Upon Each Set Of Two Decals Issued, For Private Carriers Of Passengers And For Private Carriers Of Property Of A Gross Weight Of 10,000 Pounds And Less, And To Provide That The Proceeds From Such Fee Shall Be Deposited In The Mississippi Burn Care Fund Created In Section 7-9-70; And For Related Purposes.

An Act To Create The "retailer Tax Fairness Act"; To Define Certain Terms Relating To Electronic Payment Transactions; To Provide That A Merchant Or Seller Collecting State Taxes Or Local Taxes From A Purchaser In Any Electronic Payment Transaction For Which The Merchant Or Seller Pays Or Is Charged An Interchange Fee Will Be Entitled To A Credit Against Such Taxes; To Provide For The Amount Of The Tax Credit; And For Related Purposes.
