Authorizes and directs the Louisiana Department of Transportation and Development, through its office of transformation, to evaluate district alignments, maintenance facilities, and laboratory operations, including the establishment of a district construction engineer role, while ensuring continued project delivery during the transition
Provides for funding to certain entities for infrastructure related projects within the Department of Transportation and Development (RR SEE FISC NOTE SD EX)
Requests Louisiana Economic Development to develop and implement a coordinated rural economic development strategy
Authorizes and directs the Louisiana Legislative Auditor to evaluate public bid law, parish or municipal infrastructure project delivery, and legislative proposals to improve efficiency and timeliness in infrastructure project delivery
Provides for funding to certain entities for infrastructure related projects within the Department of Transportation and Development
Urges and requests the Department of Transportation and Development to obtain input and approval from the legislative delegation representing a parish that is on the priority list for funding or is subject to receive transportation funding prior to the allocation or reallocation of funds for any transportation infrastructure projects in that area

To direct the Louisiana Department of Transportation and Development to conduct a study and report on road hazards on state highways and their impact on Louisiana residents.
