School accountability. Repeals certain provisions regarding statewide assessment scores and the establishment of categories or designations of school performance. Requires the state board of education to establish a new methodology for designating school performance. Extends the expiration of certain provisions regarding the posting of school information. Provides that the proposals to align diploma waiver statutes with new diploma requirements may include a proposal to eliminate diploma waivers.

Equine dentistry at horse racing tracks. Allows the horse racing commission (commission) to issue a license for certain individuals to provide teeth floating on a licensed horse race track in Indiana. Provides an exception to the licensing and special permits requirements of veterinary medicine for certain individuals who are licensed by the commission.

Alcohol misuse prevention and treatment fund. Changes the name of the addiction services fund to the alcohol misuse prevention and treatment fund (fund) and makes corresponding changes. Provides for the transfer of the first 6% of the excise taxes collected on alcoholic beverages to the fund before the allocation and distribution of that alcoholic beverage excise tax revenue to the state general fund and to cities and towns. Provides for the transfer of the first 6% of the excise taxes collected on certain alcoholic beverages to the fund before the transfer of that excise tax revenue to the state construction fund. Specifies that the division of mental health and addiction (division) shall set aside the transfers of alcoholic beverage tax revenue deposited into the fund for use in making grants to local coordinating councils for substance use prevention and treatment and mental health related purposes. Requires the division to adopt guidelines and standards for awarding grants, prescribe the form used to apply for a grant, establish a maximum grant amount, and establish annual reporting requirements.

Pro bono legal services fee. Removes the sunset provision for pro bono legal services fees.

Assistance for obtaining veterans' benefits. Provides that a person may not receive compensation for assisting a person to obtain veterans' benefits unless authorized by federal law. Establishes disclosure statement requirements for a person to provide assistance for compensation under federal law. Provides that a violation constitutes a prohibited consumer sale.

Indiana-Ireland trade commission. Establishes the Indiana-Ireland trade commission (commission) to advance bilateral trade and investment between Indiana and Ireland and other related matters. Specifies the membership of the commission and certain requirements for the operations of the commission. Requires the commission to provide an annual report of its activities. Provides for the expiration of the commission.

Residential property tax relief. Provides an assessed value stabilization deduction for homestead property after applying the standard homestead and supplemental homestead deductions taking into account the year over year change in the homestead's assessed value compared to the year over year change in the Consumer Price Index.

Adoption of research animals. Requires research facilities to offer for adoption dogs or cats no longer required for research purposes.

Annexation of residential development. Allows the town of Plainfield in Hendricks County to annex: (1) a noncontiguous residential development; and (2) the right-of-way of a public highway connecting the development to the town. Provides that the annexation is initiated by: (1) the homeowner's association board petitioning the town legislative body for annexation of the residential development; and (2) the town legislative body adopting a resolution approving initiation of the annexation process. Provides that the Town of Plainfield redevelopment commission may only enact a housing tax increment financing district in Liberty Township in Hendricks County if the district is approved by a resolution passed by the Mill Creek School Corporation.

Use of SNAP benefits. Prohibits recipients of Supplemental Nutrition Assistance Program (SNAP) benefits from using SNAP benefits to purchase accessory foods, including: (1) energy drinks; (2) sweetened beverages; (3) soft drinks; (4) corn or potato chips; and (5) prepared desserts, including cookies, candy, ice cream, cakes, and pies. Requires the office of the secretary of family and social services to apply for a waiver or authorization to implement the prohibition if a waiver or authorization from a federal agency is required, and allows a delay in implementation until the waiver or authorization is received. Requires the Indiana department of health (department) to include promotion of healthy eating as part of the department's promotion of health and wellness activities, including by developing and making available materials that provide guidance on purchasing and preparing healthy foods on a limited budget.

Local income tax supplemental distributions. Changes the local income tax threshold percentages of a county trust account for purposes of determining whether a county shall receive a supplemental distribution.

Audits of township governments. Requires the state board of accounts to conduct examinations of townships not less than once every two years (rather than not less than once every four years under current law).

Hospice program for veterans. Requires the Indiana Veterans' Home, not later than July 1, 2026, to establish a hospice program for veterans.

Line maintenance in public rights-of-way. Sets forth minimum standards for the installation and maintenance of communications service or utility service facilities (facilities) in a public right-of-way. Defines a "permittee" as: (1) a person to whom an initial permit or other authorization for the installation of a facility in a public right-of-way is granted by a unit; or (2) a service provider responsible for maintaining a facility that has been installed in a public right-of-way. Defines a "line pollution violation" as a violation involving: (1) noncompliance with any standard set forth in the bill's provisions for the installation and maintenance of a facility in a public right-of-way; or (2) the presence of any damaged, abandoned, loose, or improperly secured facilities within a public right-of-way; attributable to a permittee. Provides that a permittee responsible for a line pollution violation is liable to the unit owning the public right-of-way for a fine in an amount determined by the unit, but not to exceed: (1) $500 per violation for each day the line pollution violation remains uncured; or (2) a total fine of $2,500. Requires a permittee to ensure that any person responsible for installing, replacing, relocating, or repairing any underground facility that is owned or operated by the permittee and located within a public right-of-way complies with the requirements set forth in: (1) Indiana's statute concerning underground utility facilities; and (2) any applicable local ordinance or regulation; with respect to any work involving drilling, trenching, boring, hand digging, or plowing.
