Nonaccredited nonpublic schools. Provides that a high school diploma (diploma) or credential issued by a nonaccredited nonpublic school (school) is legally sufficient to demonstrate that the recipient of the diploma or credential has met the requirements to complete high school. Provides that a state or local agency or institution of higher education in Indiana may not reject or otherwise treat a person differently based solely on the source of a diploma or credential. Provides that a person who administers a school has the authority to execute any document required by law, rule, regulation, or policy to provide certain evidence regarding a child's education.

Provides that a policy of accident and sickness insurance and a health maintenance organization contract may not place greater coverage restrictions on a non-opioid drug prescribed for the treatment or management of pain than the coverage restrictions placed on an opioid drug prescribed to treat or manage pain.

Regulation of transportation network drivers. Provides that a transportation network company (TNC) must suspend a TNC driver's ability to connect to the TNC's digital network for a period of not less than 90 days after the TNC receives notice from the bureau of motor vehicles of the TNC driver's conviction for operating while intoxicated. Requires a TNC driver to display a placard in the TNC driver's personal vehicle that includes: (1) a photograph of the TNC driver; and (2) the license plate number of the TNC driver's personal vehicle. Requires a TNC to provide a TNC rider with a unique identification code to provide to a TNC driver to begin a prearranged ride.

Solar energy system tax credit. Establishes a solar energy system tax credit. Provides that a taxpayer is entitled to a credit against the taxpayer's state tax liability for a taxable year in which the taxpayer makes a qualified investment in a solar energy system equal to the lesser of: (1) 25% of the qualified expenditures made during the taxable year; or (2) $50,000. Requires the Indiana utility regulatory commission to adopt rules governing community solar facilities not later than July 1, 2026. Provides that, not later than 180 days after adoption of the rules, an electricity supplier shall begin: (1) allowing interconnection of the electricity supplier's facilities with community solar facilities in which three or more of the electricity supplier's customers have entered into a community solar subscription; and (2) crediting the electricity supplier's subscribing customers for the amount of electricity from the community solar facility for which the customer subscribes.

Employment and vaccinations. Provides that an employer may require an immunization only if the employer respects the employee's right to refuse an immunization. Provides that an employee shall be free from coercion or an adverse action based on the employee's refusal of an immunization. Requires an employer that offers an immunization at no cost to an employee to provide certain notice to the employee. Provides that a violation may be reported to the department of labor (department). Requires the department to impose a civil penalty of $5,000 per incident. Allows an employee to bring a civil action against an employer to enforce the provisions. Repeals provisions concerning exemptions from COVID-19 immunization requirements. Makes a corresponding change.

Indiana vaccination adverse event reporting system. Requires the Indiana department of health (department) to establish an Indiana vaccination adverse event reporting system (IVAERS) for reporting the occurrence of adverse events relating to childhood vaccines. Provides that IVAERS must enable a health care provider to report the occurrence of an adverse event experienced by a child residing in Indiana who is under the care of the health care provider. Requires the department to create a searchable Internet data base for publishing information reported through IVAERS. Provides that the health information of a particular individual is confidential. Specifies the requirements for releasing health information of a particular individual and who may receive the information. Provides that a person who knowingly, intentionally, or recklessly discloses confidential information received through IVAERS in violation of the statute commits a Class A misdemeanor. Requires the department to adopt certain rules concerning IVAERS. Makes an appropriation.
