Creates the Engineering Students of Illinois Scholarship Act. Creates the Engineering Students of Illinois Scholarship Program, to be administered by the Illinois Student Assistance Commission, to provide scholarship assistance until July 1, 2031 to eligible students for engineering-related study at a public university who agree to work as an engineer for the Department of Transportation for a period of not less than 3 years. Allows the Commission to award scholarships to pay the tuition and fees of a student enrolled in an approved program of professional engineering education for the equivalent of 8 semesters or 16 quarters of full-time enrollment. Provides for an additional stipend in an amount not to exceed $10,000. Establishes the total amount of scholarship assistance, the application process, eligibility requirements, and payments and repayments. Amends the Board of Higher Education Act to require the Board of Higher Education to establish and administer a competitive grant program for public institutions of higher education that award degrees in engineering. Repeals the Act on July 1, 2032.

Creates the Lead Service Line Replacement Bonding Act. Authorizes the Illinois Environmental Protection Agency to issue up to $2,000,000,000 in bonds to provide funding for the Lead Service Line Replacement Loans Program. Defines key terms. Provides that bond proceeds may be used for loans to replace lead service lines, principal forgiveness or negative interest loans for disadvantaged communities, costs of issuance and administration, and refinancing or refunding of similar obligations.

Amends the Statewide Innovation Development and Economy Act. Creates a New Opportunities for Vacation and Adventure Urban District or NOVA urban district. Sets forth the capital investment and job creation requirements to be certified as a NOVA urban district. Amends the Property Tax Code. Creates the Megaproject Assessment Freeze and Payment Law. Provides that property that receives a megaproject certificate from the Department of Commerce and Economic Opportunity is eligible for an assessment freeze. Contains provisions concerning megaproject incentive agreements.

Creates the Fair Online Pricing Act. Provides that a price offered to a consumer through the consumer's online device shall not be generated in whole, or in part, based on the following input data: (1) the hardware or hardware state of the online device; (2) the presence or absence of any software on the online device; and (3) geolocation data of the online device. Sets forth exemptions. Provides that a violation of the provisions of the Act is an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make conforming changes.

Amends the Title Insurance Act. Makes changes to defined terms. Prohibits any person from acting as a title insurance agent unless that person: (i) has been issued a license by the Secretary of Financial and Professional Regulation; and (ii) is registered with the Department of Financial and Professional Regulation by at least one title insurance company to perform core title agent services. Establishes disclosure requirements for criminal or disciplinary action involving a title insurance company, a title insurance agent, or independent escrowee. Requires every title insurance agent to obtain and maintain errors and omissions insurance or its equivalent in an amount that depends on whether the title insurance agent is also acting as an escrow agent. Sets forth provisions concerning requirements for the application of a title insurance agent license. Prohibits any individual, firm, association, partnership, or corporation from operating as a prelicensing or continuing education provider or administering examinations unless the provider holds a certification issued by the Department. Provides that the Secretary may set terms and conditions that a person shall be required to comply with during the term of probation for the person's authorization to operate. Effective immediately.

Removes provisions requiring the Secretary of Financial and Professional Regulation to investigate a currency exchange business at least once in each year and to review and report on the cost of operation of the Currency Exchange Section. Establishes fee-setting provisions for the administration of the Act. Amends the Sales Finance Agency Act, the Consumer Installment Loan Act, and the Safety Deposit License Act. Makes changes to the authority of the Secretary and the Director of the Division of Financial Institutions to examine and investigate a business to determine if it is in compliance with those Acts. Establishes fee-setting provisions for the administration of those Acts. Amends the Debt Management Service Act, the Debt Settlement Consumer Protection Act, and the Payday Loan Reform Act. Establishes fee-setting provisions for the administration of those Acts. Makes other changes. Effective immediately.

Creates the Youth Public Safety and Social Media Accountability Act. Provides that no person shall coordinate or promote an unlawful large youth gathering, including through the use of a social media platform. Provides that a person who violates the provision commits a Class A misdemeanor. Provides that an operator of a social media platform shall take reasonable measures to restrict content that coordinates or promotes an unlawful large youth gathering. Provides that an operator of a social media platform shall maintain at least $5,000,000 in liability insurance filed with the Department of Insurance to cover harms arising from a violation of the provision. Provides that a person injured in connection with an unlawful large youth gathering may bring a civil action against a social media platform.

Creates the Children's Social Media Safety Act. Provides that, no later than January 1, 2028, a covered manufacturer that has an account setup feature with respect to the use of an Internet-enabled device shall: (1) provide an accessible interface at account setup that requires an account holder to indicate the birth date, age, or both, of the primary user of that device for purposes of providing a signal regarding the primary user's age bracket to covered developers; (2) provide a covered developer who has requested a signal with respect to a particular user with the technical ability to call a digital signal by a reasonably consistent application programming interface; and (3) send only the minimum amount of information necessary to comply with the Act and not share the digital signal information with a third party for a purpose not required by the Act, except where legally required. Provides that a covered operator shall not offer a website, online service, online application, or mobile application in the State if it is not in compliance with specified provisions of the Act. Sets forth additional provisions concerning digital age assurance. Provides that a violation of the Act constitutes an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change. Effective January 1, 2027.

Creates the Broadband Deployment Act. Sets forth findings. Defines terms. Provides that, conditional upon acquiring the proper agreement or permit with the highway right-of-way controller or holder, a broadband grant recipient may install, maintain, and use broadband infrastructure along a highway right-of-way. Provides that no property owner of property located within the highway right-of-way shall forbid or prevent a proposed broadband grant recipient from entering upon the property for purposes of and in connection with the deployment of broadband infrastructure, nor shall any such property owner forbid or prohibit the broadband grant recipient from deploying upon, beneath, or over that property broadband infrastructure utilized by the broadband grant recipient for such broadband service. Provides that the broadband grant recipient must notify the property owner in writing by sending notification to the property owner's address specified in the online or publicly available records of the applicable county assessor (i) by the United States Postal Service, certified mail, return receipt requested; (ii) by a designated private delivery service, as defined by the Internal Revenue Service, that provides the same function as certified mail with return receipt; or (iii) by personally serving the notification. Sets forth requirements for the content of the notice. Provides that if the property owner intends to demand just compensation, the property owner must serve written notice thereof upon the broadband grant recipient within 45 days after the anticipated date of broadband deployment as provided in the notice to the property owner. Provides that neither the property owner's notice to demand just compensation, nor the property owner's assertion of a specific claim for just compensation, nor the initiation of any legal action to enforce the claim of just compensation shall delay or impair the right of the broadband grant recipient to deploy broadband infrastructure and provide broadband service within or upon, beneath, or over certain property. Provides that the rights and obligations of broadband grant recipients and landowners set forth in the amendatory provisions do not apply on and after January 1, 2030. Makes other changes. Effective immediately.

Amends the Program of All-Inclusive Care for the Elderly Act. Establishes a PACE Advisory Board to consult with the Department of Healthcare and Family Services on the administration of the Act. Provides that the Director of Healthcare and Family Services shall appoint the membership of the Advisory Board. Provides that the Advisory Board shall advise the Department on all aspects of its responsibilities under the Act, including, but not limited to, the format and content of any rules adopted by the Department and the development of capitation rate methodologies. Provides that any such rules, except emergency rules, adopted without obtaining the advice of the Advisory Board are null and void. Provides that, during its review of rules or rate methodologies, the Advisory Board shall analyze the economic and regulatory impact of those actions on the sustainability of PACE organizations and the quality of care provided to participants. Sets forth provisions concerning the membership of the Advisory Board and meetings of the Advisory Board.

Amends the State Employees Group Insurance Act of 1971. Adds to the definition of "community college benefit recipient" a person who is receiving retirement income from a self-managed plan account under the State Universities Article of the Illinois Pension Code and who meets other requirements. Amends the State Universities Article of the Illinois Pension Code. In the definition of "retire" and "retirement", provides that a participant in the self-managed plan retires, and the participant's retirement begins, when the participant is eligible for retirement under the Article, and the Retirement System Reciprocal Act (Article 20 of the Code) if applicable, and the participant begins receiving retirement income from the participant's self-managed plan account.

Creates the Illinois Biometric Surveillance Act. Provides that law enforcement agencies may not obtain, retain, possess, access, request, use, or enter into an agreement with a third party, State or local government agency, or federal agency to obtain, retain, possess, access request, or use a biometric identification system. Provides a private right of action and for enforcement by the Attorney General. Amends the Illinois Identification Card Act and the Illinois Vehicle Code to provide that the Secretary of State may not provide facial recognition search services except for verification of an individual's identity when issuing a mobile driver's license or identification card.
