Amends the Counties Code. Provides that, beginning January 1, 2027, every county with a population over 600,000 shall create a tourism and convention bureau. Provides that a tourism and convention bureau shall have the same powers and duties as a tourism and convention bureau created under the Tourism Preservation and Sustainability District Act, except that the tourism and convention bureau shall immediately be eligible for State tourism dollars and grant funding. Provides that the governing body of the tourism and convention bureau shall consist of a board of 25 members. Provides that the county board shall appoint the members of the board. Provides that the members of the board of the tourism and convention bureau shall elect the leader of the board of the tourism and convention bureau by simple majority. Effective immediately.

Amends the Illinois Drainage Code. Provides that each commissioner of a drainage district shall receive for the commissioner's services either (i) a sum not to exceed $30 per day for each day the commissioner is actually engaged in the business of the commissioner's office or (ii) a fixed monthly payment in an amount that is set by the county board and that does not exceed $30 multiplied by the number of business days in the applicable month (rather than a sum not to exceed $30 per day for each day the commissioner is actually engaged in the business of the commissioner's office).

Amends the Department of Human Services Act. Requires the Department of Human Services to establish a Community Grief and Violence Prevention Pilot Program to interrupt cycles of violence and address grief and trauma in the City of Chicago and Southland region. Specifies that, under the Pilot Program, funds shall be allocated to deploy Community Grief Response Teams, which shall provide immediate, on-site trauma support to families and neighborhoods within 24 hours of a violent incident; shall provide long-term case management and grief counseling to survivors; and shall facilitate restorative justice circles to resolve community conflicts before they escalate to violence. Amends the School Code. Provides that, beginning with the 2026-2027 school year, every public elementary school shall incorporate grief literacy and restorative justice practices and programs into its social-emotional learning standards. Requires the Board of Trustees of the Chicago Public Schools to expand the Parent University Program to include mandatory modules on violence prevention, trauma-informed care, and recognizing signs of grief. Amends the Higher Education Student Assistance Act. Requires the Illinois Student Assistance Commission to establish a grant program to support the recruitment and retention of mental health professionals in communities disproportionately impacted by violence. Requires the State of Illinois to formally recognizes the Master of Social Work (MSW) as a professional degree essential to public health and safety. Effective immediately.

Provides that a foreign-influenced business entity shall not make a contribution or donation to any person or entity with the express or implied condition that the contribution or donation, or any part of the contribution or donation, be used for specified political purposes. Provides that the provisions shall not be construed to establish liability on the part of any candidate, political committee, or other recipient of certification. Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that beginning October 1, 2026, for rate year 2027 and thereafter, the Medicaid inpatient utilization rate, as defined and used in the determination of eligibility for specified inpatient adjustment payments to hospitals, shall be modified to exclude, from both the numerator and denominator, all days reimbursed by the Department of Human Services for mental health services provided under a specified provision of the Code of Criminal Procedure of 1963 as contracted by the Department of Healthcare and Family Services. Effective immediately.

Amends the Veterinary Medicine and Surgery Practice Act of 2004. Provides that a certified veterinary technician who has completed the required 2-hour rabies vaccination continuing education course may administer rabies vaccinations only under the direct supervision of a licensed veterinarian, and only after the supervising veterinarian has performed a physical examination of the animal and determined that the animal is healthy enough to receive the vaccination. Further provides that the rabies administration continuing education program must be taught by a licensed veterinarian in good standing and provided by a continuing education provider approved by the Department of Financial and Professional Regulation. Provides that a rabies vaccination certificate may be signed only by a licensed veterinarian who administered the vaccination or a certified veterinary technician who has completed the required rabies vaccination continuing education program during the previous renewal period and administered the rabies vaccination. Further provides that a rabies vaccination certificate that is signed by a certified veterinary technician shall also be signed by the veterinarian providing direct supervision of the certified veterinary technician. Provides that the professional credential of the individual or individuals who sign the certificate must be included with their signature. Provides that a copy of the current rabies vaccination continuing education certificate must be on display at the locations where the certified veterinary technician administers rabies vaccinations. Makes other changes.

Reinserts the provisions of the introduced bill with the following changes. In provisions concerning qualifications for licensure as a licensed social worker, provides that the Department of Financial and Professional Regulation may grant a waiver for or an extension of the 4-year time period under the provisions upon a showing of good cause. Further amends the Clinical Social Work and Social Work Practice Act. In provisions concerning endorsement, provides that the Department may issue a license as a clinical social worker or as a social worker, without the required examination, to an applicant licensed under the laws of another jurisdiction if the requirements for licensure in that jurisdiction are, on the date of licensure, substantially equivalent to the requirements of the Act, except for the requirement to be licensed while obtaining the required supervised experience. Effective January 1, 2027.

Amends the Sports Wagering Act. Defines "sports wagering". Provides restrictions on pool sports wagering. Provides that the Illinois Gaming Board may issue master sports wagering licenses to persons to conduct sports wagering over the Internet or by mobile applications. Provides that applicants shall pay the Board a nonrefundable $250,000 application fee for a master sports wagering license. Provides that the initial fee for a master sports wagering license for an online sports wagering operator is $15,000,000. Provides that the master sports wagering license is valid for 4 years. Sets forth a $1,000,000 license renewal fee and a privilege tax on the fantasy contest operator licensee's adjusted gross fantasy contest receipts based on specified rates. In a provision concerning voluntary self-exclusion programs for sports wagering, includes fantasy contests. Allows the Board to regulate the conduct of fantasy contest operators under the Act. Creates provisions concerning fantasy contests and legislative intent; definitions; board powers; licensure; conduct of contests; duties of licensees; audits and recordkeeping; and responsible gaming. Amends the Criminal Code of 2012. Provides that participants of fantasy contests conducted in accordance with the Sports Wagering Act shall not be convicted of gambling. Makes changes in provisions concerning recoverable gambling losses. Amends the Illinois Administrative Procedure Act to authorize emergency rulemaking. Effective immediately.

Amends the Higher Education Student Assistance Act. Changes the name of the School and Municipal Social Work Shortage Loan Repayment Program to the Social Worker and School Counselor Shortage Loan Repayment Program. Allows a school counselor to apply for the Program. Provides that the Illinois Student Assistance Commission shall award a grant of up to $8,000 (rather than $6,500) per year for a maximum of 4 years to each qualified applicant. Provides that a grant shall be used for repayment of the recipient's educational loan instead of the Commission encouraging the recipient to use the grant to repay the recipient's educational loan. Makes other and conforming changes. Effective July 1, 2026.

Creates the Natural Organic Reduction Regulation Act. Provides that any person doing business in this State, or any cemetery, crematory, funeral establishment, corporation, partnership, joint venture, voluntary organization, or any other entity, may erect, maintain, and operate a natural organic reduction facility in the State and provide the necessary appliances and facilities for the natural organic reduction of human remains in accordance with the Act. Provides that an individual or a person, cemetery, crematory, funeral establishment, corporation, partnership, joint venture, voluntary organization, or other entity may reduce human remains only in a natural organic reduction facility operated by a disposition authority licensed for this purpose and only under the limitations provided in the Act. Provides for: grounds for denial or discipline; surrender of a license; license, display, transfer; authorizing agent; authorization for natural organic reduction; performance of natural organic reduction services, training; recordkeeping; natural organic reduction procedures; disposition of reduced human remains; limitation of liability; hazardous implants; penalties; failure to file an annual report; injunctive action, cease and desist order; service of notice; investigations, notice, and hearing; compelling testimony; administrative review, venue, certification of record, and costs; and preneed of natural organic reduction arrangements. Effective June 1, 2026.

Amends the Illinois Vehicle Code. Provides that if a driver has obtained and currently holds a valid school bus permit, a multifunction school activity bus (MFSAB) may be used for the purpose of transporting 15 or less persons whose purposes do include transporting students to and from home or school bus stops. Provides that the definition of "school bus" does not include a multifunction school-activity bus, unless the driver has obtained and currently holds a valid school bus permit.

Amends the Illinois Power Agency Act. In provisions concerning colocation of photovoltaic community renewable generation projects, changes references from "community renewable generation project" to "photovoltaic community renewable generation project" and "community solar projects" to "photovoltaic community renewable generation projects". Requires a project labor agreement for the new construction of certain facilities related to community-driven community solar projects. In a provision applying prevailing wage requirements to facilities for which a renewable energy credit delivery contract is signed, removes an exception for multi-family residential buildings with aggregate geothermal system tonnage, including colocated projects, of no more than 29 tons. Amends the Energy Transition Act. Provides that the Department of Corrections and the Department of Commerce and Economic Opportunity shall jointly develop activities to support the recruitment of eligible candidates to the Illinois Climate Works Preapprenticeship Program. Provides that the activities shall include coordinating on sharing with community-based providers the contact information of persons preparing to be released into the community, including names, addresses, phone numbers, and email addresses, if the person preparing to be released consents to the person's contact information being shared. Makes other changes.

Reinserts the provisions of the introduced bill with the following changes. Provides that the independent CPA firm retained by the responsible officials of Category 2 local governments shall complete all of the AUPs and electronically submit an agreed upon procedures report to the responsible officials and management of the Category 2 local government for review. Requires the Comptroller to develop, maintain, and publish the guidelines for circuit clerks, with the advice of the Local Government Advisory Board, the Administrative Office of the Illinois Courts, a Statewide organization representing circuit clerks, and a Statewide CPA organization. Makes changes to provisions concerning waivers the Comptroller may grant to governmental units. Defines terms. Further amends the Intergovernmental Cooperation Act. Provides that, for fiscal years beginning before January 1, 2028, the operations and fiscal activities of each municipal joint action water agency shall be subject to the Governmental Account Audit Act. Provides that, for fiscal years beginning after December 31, 2027, the operations and fiscal activities of each municipal joint action water agency shall be subject to the Government Reporting Enhancement and Transparency Act. Further amends the Governmental Account Audit Act. Provides that, on or after March 15, 2027, if a governmental unit fails to comply with the requirements of the Act or any other State law mandating the governmental unit to undergo an audit and is more than 63 days late in meeting its reporting obligations, after considering any extensions granted by the Comptroller, the Comptroller shall review the governmental unit's actions. Makes other and conforming changes. Effective immediately.
