Amends the Public Utilities Act. Requires the Illinois Commerce Commission to establish a process for the review of disposal fees, fuel surcharges, and other fees imposed by the owners and operators of sanitary landfills for the disposal of solid waste to ensure that the fees are just and reasonable. The Commission shall adopt any rules necessary to administer the provisions of this Section.

Creates the Children's Social Media Safety Act. Provides that, no later than January 1, 2028, an operating system provider shall: (1) provide an accessible interface at account setup that requires an account holder to indicate the birth date, age, or both; (2) provide an operator who has requested a signal with respect to a particular user a signal that identifies the user's age by category; and (3) send only the minimum amount of information necessary to comply with the provision. Provides that an operator shall not offer a platform in the State without conducting age verification as required under the Act to determine whether a user is a minor. Provides that, for all users that the operator has actual knowledge to be a minor, the operator shall use specified default settings for the minor. Provides that a violation of the Act constitutes an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change. Effective January 1, 2027.

Creates the Unmanned Aerial Systems Security Act. Provides that a government agency may use a drone only if the manufacturer of the drone meets the minimum security requirements specified in the Act. Prohibits a government agency from purchasing, acquiring, or otherwise using a drone or any related services or equipment produced by (i) a manufacturer domiciled in a country of concern or (ii) a manufacturer the government agency reasonably believes to be owned or controlled, in whole or in part, by a country of concern or by a company domiciled in a country of concern. Classifies 3 different tiers of drones, and specifies restrictions for each tier level. Requires, subject to appropriation, a government agency using a drone on January 1, 2026 that does not meet the minimum requirements for that drone's usage tier to receive a reimbursement from the Unmanned Aerial Systems Security Reimbursement Fund up to the cost of acquiring a drone that meets the minimum requirements for that drone's usage tier if specified requirements are met. Requires the Department of Transportation to identify the geographic coordinates of sensitive installations within Illinois for the purpose of prohibiting drone usage over sensitive locations. Requires a provider of flight-mapping software or other program for operating a drone to geofence Illinois' sensitive locations to prevent the flight of a drone over Illinois' sensitive locations. Provides that it is a Class A misdemeanor for (i) a provider of flight-mapping software to allow a user to fly a drone over a sensitive location unless the user is a law enforcement agency or officer; or (ii) a user of a drone not using flight-mapping software to fly a drone over a sensitive location without permission from the governmental agency in charge of the sensitive location. Limits the concurrent exercise of home rule powers. Contains a severability clause. Amends the State Finance Act to create the Unmanned Aerial Systems Security Reimbursement Fund. Effective January 1, 2027.

Amends the Medical Assistance Article of the Illinois Public Aid Code. In provisions concerning pay increments to nursing facilities for the purpose of increasing compensation to certified nursing assistants (CNA), provides that such pay increments, including tenure wage increments and promotion-based wage increments, apply to and shall be incorporated into the compensation rate for all CNA employee hours, whether productive or nonproductive, compensated by a nursing facility. Provides that the compensation rate includes paid sick leave, paid vacation, training hours, bereavement leave, holidays, and paid time off. Prohibits an employer participating in the Certified Nursing Assistant Tenure and Promotion Payments program from capping the wage scale increments for CNAs at levels less than the levels detailed in the amendatory Act. Provides that an employer that has attested to reimbursing employees at a wage scale that meets or exceeds the required wage increments, but fails to do so, shall be subject to financial penalties as determined by administrative rule and to specified penalties under the Illinois Wage Payment and Collection Act. Provides that employees not receiving the full CNA tenure and promotion payment wage scale shall be entitled to recovery through a claim filed with the Department of Labor.

Amends the School Code. Provides that beginning July 1, 2026, each school district shall determine a plan for responding to all incidents of battery committed by students against teachers and other school personnel, which shall include reporting and documentation procedures, student safety plans, behavioral intervention plans, and remedies for injured teachers and school personnel. Effective immediately.

Amends the Funeral Directors and Embalmers Licensing Code. Provides that "funeral establishment", "funeral chapel", "funeral home", or "mortuary", when used in reference to transfer care specialists, means a building or a separate portion of a building having a specific street address or location devoted to activities relating to the shelter, care, custody and preparation of a deceased human body that contains facilities for funeral and wake services and operates from a fixed place of business. Defines "general supervision", "immediate and direct supervision", and "transfer care specialist". Requires a funeral establishment, funeral chapel, funeral home, or mortuary to operate from a fixed place of business. Creates the Transfer Care Specialists Article under the Code. Sets forth provisions concerning license requirements; address of record and email address of record; license qualifications; applications; the issuance and display of transfer care specialist licenses; renewal, reinstatement, and restoration of a license; the applicability of the Article; and rulemaking authority of the Department of Financial and Professional Regulation. In provisions concerning practicing without a license, provides that the practice of removing a deceased human body from its place of death, institution, or other location as a transfer care specialist by any person who has not been issued a license by the Department, whose license has been suspended or revoked, or whose license has not been renewed is hereby declared to be inimical to the public welfare and to constitute a public nuisance. In provisions concerning grounds for discipline, provides that engaging in practice as a transfer care specialist without a license is a Class A misdemeanor. Makes other changes.

Amends the Statewide Innovation Development and Economy Act. Creates a New Opportunities for Vacation and Adventure Urban District or NOVA urban district. Sets forth the capital investment and job creation requirements to be certified as a NOVA urban district. Amends the Property Tax Code. Creates the Megaproject Assessment Freeze and Payment Law. Provides that property that receives a megaproject certificate from the Department of Commerce and Economic Opportunity is eligible for an assessment freeze. Contains provisions concerning megaproject incentive agreements.

Amends the Illinois Highway Code. Allows a unit of local government to place a pavement marker on any highway, street, or road to mark the location of a fire hydrant or water supply on the side of the highway, street, or road near the fire hydrant or water supply. Provides that the blue pavement markings shall consist of a 4-inch square. Prohibits a unit of local government from placing a pavement marker on a highway unless it first obtains an encroachment permit from the agency having jurisdiction over the highway.

Amends the Public Utilities Act. In provisions concerning virtual power plant programs, provides that, in setting the values of upfront payment and performance payment compensation under the provisions, the Illinois Commerce Commission shall set values for eligible systems that include energy storage that are, taking into account the time value of money, not less than: (A) for an eligible system that did not receive and agrees not to apply for a rebate for its storage component under specified provisions, $250 per kilowatt-hour nameplate capacity paid on the date the system is placed in service; or (B) for an eligible system that received a rebate for its storage component under specified provisions, $0 per kilowatt-hour. In provisions concerning distributed generation and storage rebates, provides that, until the later of December 31, 2029 or the threshold date (rather than until December 31, 2029), the value of specified rebates shall be $300 per kilowatt of nameplate generating capacity, measured as nominal DC power output, of the distributed generation. Amends the Counties Code. In provisions concerning setback distances for commercial wind energy facilities or commercial solar energy facilities, specifies that the ability of a county to require a reasonable setback distance between fencing and public rights-of-way if the requirement is not specific to commercial wind energy facilities or commercial solar energy facilities and does not preclude the development of commercial wind energy facilities or commercial solar energy facilities or the ability of commercial wind energy facilities or commercial solar energy facilities to comply with the requirements set forth in the provisions shall not exceed 50 feet between fencing and public rights-of-way. Amends the Illinois Power Agency Act. Provides that a "community renewable generation project" means an electric generating facility that, among other things, is limited in nameplate capacity to less than or equal to 5,000 kilowatts (rather than 10,000 kilowatts). Makes other changes.

Amends the Firearm Concealed Carry Act. Permits an incumbent or retired judge of the Illinois Supreme, Appellate, or circuit court who has a concealed carry license to carry a firearm on or into: (i) any building designated for matters before a circuit court, the Appellate Court, or the Supreme Court, or any building or portion of a building under the control of the Supreme Court; and (ii) any bus, train, or form of transportation paid for in whole or in part with public funds, and any building, real property, and parking area under the control of a public transportation facility paid for in whole or in part with public funds. Effective immediately.

Amends the Mental Health and Developmental Disabilities Code. In provisions concerning petitions for involuntary admissions on an outpatient basis, adds a nurse practitioner to the list of examiners who may certify that an individual is subject to involuntary admission on an outpatient basis. Adds provisions that a certificate must contain the clinical observations of the examining psychiatrist or nurse practitioner when applicable. Reduces the number of certificates (from 2 to one) needed for a court to set a hearing without additional examination of the individual.

Creates the Secure Telecommunications Act of 2027. Provides that all critical telecommunications infrastructure located within or serving the State shall be constructed so as not to include any equipment manufactured by a federally banned corporation or any equipment banned at the federal level. Provides that all critical telecommunications infrastructure located within or serving the State shall be constructed so as not to include any equipment manufactured in or by a foreign adversary, a state-owned enterprise of a foreign adversary, or a company domiciled within a foreign adversary. Provides that the Illinois Commerce Commission shall establish a registration system for telecommunications providers. Provides for a registration fee. Sets forth requirements for registration of telecommunications providers. Provides for a civil penalty of not less than $10,000 and not more than $100,000 for any telecommunications provider who violates the Act or knowingly submits a false registration form. Provides that any telecommunications provider that fails to comply with a portion of the Act is prohibited from receiving any State or local funds, including funds from the Illinois Telecommunications Universal Service Fund, for the development or support of new or existing critical telecommunications infrastructure and is also prohibited from receiving any federal funds subject to distribution by State or local governments for the development or support of new or existing critical telecommunications infrastructure. Effective July 1, 2027.

Amends the Funeral Directors and Embalmers Licensing Code. Provides that, as soon as practical after the effective date of the amendatory Act, the Department of Financial and Professional Regulation shall study the current practices of funeral directing and embalming, including how other states regulate those practices and industries and the potential costs and benefits to licensing those professions separately, and shall determine what legislative and administrative changes would be necessary to establish separate funeral director licenses and embalmers licenses. Provides that the study and recommended legislative changes shall be presented to the General Assembly by no later than January 1, 2027. Sets forth findings. Effective immediately.

Amends the Illinois Drainage Code. Provides that each commissioner of a drainage district shall receive for the commissioner's services either (i) a sum not to exceed $30 per day for each day the commissioner is actually engaged in the business of the commissioner's office or (ii) a fixed monthly payment in an amount that is set by the county board and that does not exceed $30 multiplied by the number of business days in the applicable month (rather than a sum not to exceed $30 per day for each day the commissioner is actually engaged in the business of the commissioner's office).
