Amends the Budget Stabilization Act. Provides that specified amounts shall be transferred from the General Revenue Fund to the Pension Stabilization Fund beginning in fiscal year 2030 and continuing until the end of fiscal year 2045 or when each of the designated retirement systems has achieved 100% funding, whichever occurs first. Effective immediately.

Creates the Data Center Water Transparency and Aquifer Protection Act. Provides that, beginning January 1, 2027, no data center operating within the State shall use water from the Mahomet Aquifer. Prohibits State agencies from issuing or renewing a permit authorizing a data center to withdraw groundwater from the Mahomet Aquifer. Requires existing data centers to transition to alternative water sources and cease all groundwater withdrawals from the Mahomet Aquifer by no later than January 1, 2028. Provides that a unit of local government may not enter into, enforce, or renew any nondisclosure agreement, confidentiality clause, or similar contractual provision with a data center that restricts the disclosure of information related to the data center's water use. Contains provisions concerning data confidentiality and public access. Establishes penalties for violations. Grants the Illinois Environmental Protection Agency rulemaking powers.

Amends the Fair Patient Billing Act. Makes changes to findings and defined terms provisions. Provides that a hospital shall not deny any protection or benefit of the Act on the basis of a patient's citizenship or immigration status or assets or prospective assets. Provides that a patient who inquires about a denial of financial assistance in whole or in part must be permitted to appeal the decision within at least 90 days. Requires a hospital to use only a uniform financial assistance form developed and provided by the Attorney General no later than December 31, 2026. Provides that every hospital bill and every collection notice must notify the patient, in the patient's preferred language, of the availability of hospital financial assistance and charity care. Establishes further provisions concerning hospitals pursuing collection actions; outsourced health care services; patient responsibilities; and applicability of the Act. Amends the Hospital Uninsured Patient Discount Act. Sets forth provisions concerning uninsured patient discounts for specified income levels. Prohibits hospitals from making the availability of a discount under the Act contingent upon the uninsured patient first applying for coverage under public health insurance programs. Provides that patients may not be denied a discount under the Act on the basis of citizenship or immigration status or assets or prospective assets. Makes other changes concerning uninsured patient discounts, outsourcing health care services, and patient responsibilities. Effective immediately.

Amends the Illinois Lottery Law. Removes language providing that the Department of the Lottery shall publish each January in the Illinois Register a list of all game-specific rules, play instructions, directives, operations manuals, brochures, or other game-specific publications issued by the Department during the previous year and instructions concerning how the public may obtain copies of these materials from the Department. Removes language regarding the selection of a private manager for the total management of the Lottery. Removes language providing that moneys in the Department's account shall be deposited by the Department into the Public Treasurers' Investment Pool. Provides that the Department shall make an effort to more directly inform players of the odds of winning prizes by publishing the information for all games on the Department's public website (rather than by requiring all ticket agents to display a placard stating the odds of winning for each game offered by that agent). Requires the Department to make written play instructions available on the Department's public website or by the Department by request (rather than to all players through sales agents licensed to sell game tickets or shares). Allows the Department (rather than the State Treasurer) to contract with any person or corporation to perform financial functions. Allows the State Treasurer to act as an agent of the Department to perform the financial functions. Removes language providing that moneys in the Department's account for paying validated prizes shall be deposited in the Public Treasurer's Investment Pool. Repeals a provision related to a specialty retailers license. Makes other and conforming changes.

Amends the Unified Code of Corrections. Provides that the amendatory Act may be referred to as the Criminal Justice Procedural Clarification Act. Eliminates the consent of the State's Attorney as a requirement for a defendant to participate in the First Time Weapon Offense Program. Changes the eligibility requirements for the Program. Provides that the court may sentence a defendant to probation to participate in the Program, regardless of whether the State's Attorney affirmatively offers or consents to participation in the Program. Provides that the State's Attorney may object to sentencing to probation to participate in the Program only by stating on the record specific and articulable public safety reasons why probation under the provision would be inappropriate for the individual defendant. Provides that, upon objection by the State's Attorney, the court may sentence the defendant under these provisions if the court makes written findings that the defendant meets the statutory eligibility requirements and that probation under these provisions is consistent with specified public safety and the rehabilitative purposes of the Code. Provides that a defendant shall not be deemed ineligible for probation under these provisions solely because the defendant was legally ineligible to apply for a Firearm Owner's Identification Card, at the time of the offense, if no other statutory disqualifications apply. Provides that in cases involving a firearm-related offense, the court shall consider diversion to treatment, including eligibility for the First Time Weapon Offense Program prior to imposing a sentence of incarceration if certain conditions are met. Provides that a person convicted of a firearm-related offense prior to the effective date of the amendatory Act may petition the sentencing court for review if the person meets certain eligibility requirements. Effective immediately.

Amends the Illinois Income Tax Act. Creates the Welcome Home Illinois tax credit. Provides that each taxpayer who is a first-time homebuyer of a principal residence in the State during the taxable year is entitled to an income tax credit in an amount equal to $500. Effective immediately.

Creates the Pacific Conflict Stress Test Act. Provides that the Governor shall produce an annual State risk assessment, which shall be published by no later than the day before the Governor's annual address to the General Assembly. Provides that the State risk assessment shall include all substantial risks to State or national security, State or national economic security, State or national public health, or any combination of those matters, occurring within and threatening the State. Provides that the Auditor General shall conduct an audit of all critical procurements purchased or supplied through a State supply chain or State vendor supply chain and produce and publish a report, which shall be submitted to the General Assembly and the Governor and made easily accessible to the public, within 180 days after the effective date of the Act. Creates the Select Committee on Pacific Conflict. Provides for the Committee's membership and duties. Provides that the Governor, in consultation with the Select Committee on Pacific Conflict, shall appoint a Director, who shall lead the study on adversarial threats to State assets and critical infrastructure and coordinate research and development of the report, commencing within 30 days of the effective date of the Act. Contains a severability provision. Defines terms. Effective immediately.

Amends the Assisted Living and Shared Housing Act. Provides that the comprehensive assessment of a patient prior to the patient's admission to an establishment shall be completed by a physician or a nurse practitioner or physician assistant. In provisions concerning licensure of an establishment, changes education requirements for the full-time director of an establishment. Makes changes to the definition of "medication administration" in provisions concerning service requirements. Provides that a licensed health care professional may be employed (instead of may not be employed) by the owner or operator of the establishment, its parent entity, or any other entity with ownership common to either the owner or operator of the establishment or parent entity, including, but not limited to, an affiliate of the owner or operator of the establishment, if the resident chooses to utilize the services of the licensed health care professional working within the scope of the professional's practice. Sets forth provisions concerning an emergency plan and disaster preparedness. Provides that incidents must be reported to the Department of Public Health within 24 hours after the incident or by the end of the next business day. Provides that staff in an establishment may be trained to assist in a nonemergency lift of a resident. Provides that repeated technical infractions by an establishment within a calendar year may result in a Type 3 violation.

Creates the Community Supported Living Arrangement Services Act. Provides that the Department of Human Services, Division of Developmental Disabilities shall work in coordination with the Department of Healthcare and Family Services to develop, implement, and operate, and to submit, through the Department of Healthcare and Family Services, amendments to the Illinois Adults with Developmental Disabilities Section 1915(c) Home and Community-Based Services Waiver, subject to approval by the Centers for Medicare and Medicaid Services. Provides for establishment of provider licensing, certification, and oversight standards for Community Supported Living-24 Hour services consistent with existing State authority for community-based residential services, but with the person's own home not requiring licensing or Bureau of Accreditation, Licensure and Certification reviews. Provides for 24-hour availability of trained personnel for individuals with intense physical, medical, or behavioral support needs. Contains provisions regarding: covered services; enrollment; the use of tools such as the Health Risk Screening Tool; housing independence; staffing and workforce standards; phased implementation; Person-Centered Plans; dignity of risk; compliance with mandates; quality assurance; evaluations; a Community Supported Living Advisory Council; reports; fiscal issues; administrative issues; and other matters. Effective immediately.

Amends the Service Occupation Tax Act. Provides that, if a pharmacy, pharmacist, or durable medical equipment provider, submits a claim to a third party payer for the sale of covered tangible personal property, then the third-party payer wholly assumes the responsibility of the serviceman to remit the tax to the State for any claim that is paid, reimbursed, or remunerated to the pharmacy, pharmacist, or durable medical equipment provider.

Amends the Code of Criminal Procedure of 1963. Provides that a petitioner may not be denied a protective order because the petitioner or the respondent is a minor or solely upon the basis that the respondent or petitioner is incarcerated in a penal institution at the time of the issuance of the order. Amends the Illinois Domestic Violence Act of 1986. Provides that a petition for an order of protection may be filed by: (i) a crime victim who was abused by an family or household member before the incarceration of the offender in a penal institution, and the offender is incarcerated in a penal institution at the time of the filing of the petition; or (ii) any person who has previously suffered abuse by a family or household member convicted of domestic battery, aggravated domestic battery, aggravated battery; any other offense that would constitute domestic violence; or a violent crime as defined in the Rights of Crime Victims and Witnesses Act committed against another person. Effective immediately.

Amends the Abused and Neglected Child Reporting Act. Provides that for any expedited appeal to amend or remove an indicated report from the State Central Register that is initiated or pending on or after the effective date of the amendatory Act, the Director of the Department of Children and Family Services shall issue its final decision on the abuse or neglect report within 60 days after receipt of a timely sufficient request for an expedited appeal, unless extended by action of the appellant. Provides that within the same 60 day time period, the Director shall receive and accept, reject, amend, or return to the Administrative Hearings Unit for further proceedings the Administrative Law Judge's recommendation with respect to the expedited appeal. Provides that the Director's decision is the final administrative decision of the Department.

Amends the Environmental Protection Act. Provides that, beginning July 1, 2027, an amount equal to 10 cents of every fee collected for the sale of new or used tires at retail shall be allocated to the Department of Public Health for a grant to the Illinois Lyme Association's Tick Research, Education, and Evaluation project. Increases an extra fee collected for the sale of new or used tires at retail for the Emergency Public Health Fund, beginning July 1, 2027, from 50 cents per tire to 60 cents per tire.
