Modifies provisions relating to a tax credit for neighborhood assistance programs
Providing for the redevelopment of older buildings; and establishing the Older Building Redevelopment Assistance Grant Program and the Older Building Redevelopment Fund.
Amends several definitions to the general law chapter relating to abandoned property, adds a definition for "eligible nonprofit corporation", provides criteria for when properties are considered abandoned or a public nuisance.
Requires creditors to maintain interior of vacant and abandoned residential property under foreclosure.
