Establishes the Administrative Hearings Division within the Department of Transportation and transfers certain administrative hearing powers to the Division, including matters related to transportation network company permit appeals, automated red light camera and speed enforcement traffic citations, and commercial driver's license appeals. Specifies that a person aggrieved by an administrative decision related to red light camera and speed enforcement traffic citations may petition for judicial review. Allows authorized employees of the Department of Law Enforcement to review images produced by the automated red light camera and speed enforcement systems. Effective 7/1/3000. (SD1)

Specifies that the county annual vehicle registration fee is equal to the state annual motor vehicle registration fee.

Prohibits the acquisition of state land involving moneys from the Land Conservation Fund by a nonprofit organization without prior approval of the Legislature.

Authorizes the rehiring of retirants for positions that are unique and critical to operations. Limits the duration of each retirant's reemployment to 4 years.

Establishes the offense of failure to report bribery as a misdemeanor.

Establishes a surcharge on taxable income exceeding $1,000,000 to provide funding, if approved by the Legislature, for the State Medicaid Program.

Requires the Board of Land and Natural Resources to adopt rules that implement wildlife viewing guidelines that substantially conform to the wildlife viewing guidelines issued by the National Oceanic and Atmospheric Administration. Requires annual reports to the Legislature until rules are adopted. Effective 7/1/3000. (HD1)

Removes the requirement that requests to withhold from public inspection the petition record of a denied temporary restraining order or denied protective order be made orally.

Renames the Electric Bicycle and Electric Moped Rebate Program to the Electric Mobility Rebate Program. Expands eligibility and amends the maximum rebate amounts. Allows for the registration of class 3 electric bicycles that have wheels smaller than twenty inches and that are intended for adult use. Establishes safe riding behaviors for electric bicycles. Prohibits the operation of high-speed electric devices in certain locations. Establishes labeling and signage requirements for electric bicycles. Prohibits the operation of a moped or electric motorcycle in certain locations. Amends the definition of "bicycle" for purposes of county vehicular taxes. Defines "electric micro-mobility device" and requires the same regulations as electric foot scooters to apply to electric micro-mobility devices. Prohibits a person under the age of sixteen from operating a class 3 electric bicycle. Authorizes a person under the age of fourteen to operate class 2 electric bicycles under supervision. Prohibits a person from riding a class 3 electric bicycle on a sidewalk. Authorizes a person to ride a class 1 or class 2 electric bicycle on a sidewalk under certain circumstances. Prohibits a person from operating a bicycle or electric foot scooter under the age of eighteen without a helmet. Repeals the requirement that moped drivers use bicycle lanes. Changes the term "motor scooter" to "motordriven vehicle".

Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, and transit projects in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Adds a definition of "green infrastructure". Requires the Office of Planning and Sustainable Development to submit a report to the Legislature making recommendations for implementing green infrastructure objectives, policies, and priority guidelines.

Prohibits any Executive Branch employee with procurement authority who is nominated or appointed by the Governor to a compensated position subject to confirmation by the Senate from engaging in certain campaign fundraising activities. (HD1)

Affirming And Supporting The Requirement That Hospitals Provide Life-saving Emergency Care To Pregnant People, Including Reproductive And Abortion Services, When Such Care Is Medically Necessary To Stabilize A Patient Under The Emergency Medical Treatment And Active Labor Act.

Establishes within the Department of Health the KupunAloha program to provide in-home health care and support services to eligible participants who do not otherwise qualify for government assistance for these services. Appropriates moneys for the program.

Exempts positions of a county Housing and Community Development Office or Department from civil service laws.

Requires the Department of Health to develop and publish a state plan on hearing loss. Requires reports to the Legislature prior to the 2027 and 2028 Regular Sessions.
