Requires operators of AI companions in the State to issue certain disclosures to users. Requires operators to develop certain protocols to respond to user prompts regarding suicidal ideation or self-harm. Establishes protections for users and minor users of AI companions. Beginning 1/1/2028, requires operators to submit annual reports to the Behavioral Health Administration of the Department of Health containing certain information. Establishes that violations are to be considered unfair or deceptive acts or practices. (CD1)

Beginning 1/1/2028, requires natural hair braiders to be registered, rather than licensed, under the Board of Barbering and Cosmetology. By 11/1/2026, requires the Board to adopt rules prescribing the approved courses or programs that cover sanitation, health, and safety practices required for natural hair braiding registration. PART I: Requires motor vehicles to have front number plate mounting brackets or devices and for sellers, licensed dealers, or owners to securely affix number plates to the vehicles. PART II: Amends the Traffic Code relating to street racing. PART III: Expands the Automated Speed Enforcement Systems Program to high-risk locations of state or county highways as determined by the Department of Transportation, under certain conditions. Appropriates moneys. PART IV: Authorizes the installation of a school bus infraction detection system on the exterior of a school bus. Establishes strict liability and the process for issuing summons or citations for drivers shown by the system to be in violation of certain school bus laws. Clarifies the liability of drivers near a school bus that is actively monitored by a school bus infraction detection system. Appropriates moneys. PART V: Specifies that the Department of Transportation's Motor Vehicle Safety Office shall administer the Photo Red Light Imaging Detector Systems Program Special Fund and Automated Speed Enforcement Systems Program Special Fund. PART VI: Clarifies language relating to photo red light enforcement, automated speed enforcement, and penalty provisions. PART VII: Requires the Director of Transportation to adopt rules allowing for mobile vehicle safety inspections of passenger cars. Effective 7/1/3000; provided that part IV, except the rule-making directive and appropriation, effective 7/1/2028. (SD2)

Authorizes government agencies to satisfy public notice requirements by electronic posting on official state or county websites or electronic calendars, while preserving traditional publication as an option. Directs the Office of Enterprise Technology Services, in consultation with the Access Hawaii Committee, to adopt rules governing the implementation of electronic notice before the electronic notice authorization takes legal effect. Effective 7/1/3000. (HD2)

Establishes the Office of the State Search and Rescue Coordinator within the Hawaii Emergency Management Agency. Provides for the authority and duties of the State Search and Rescue Coordinator. Designates participating agencies and their duties with regard to state search and rescue operations and training. Establishes the Search and Rescue Special Fund. Requires reports to the Legislature. Requires the Administrator of Emergency Management to hire the Coordinator by 1/1/2027. Appropriates funds. Effective 7/1/2525. (SD1)

Defines the term "cosmetics". Requires all merchants that sell cosmetics to accept returns of new or unopened goods within specified time frames. Exempts certain merchants that sell cosmetics. Clarifies the definition of "conspicuous sign". Beginning 1/1/2027, requires a merchant that sells cosmetics and receives three or more warning letters from the Office of Consumer Protection for failing to post a conspicuous sign to post return and refund policy signs printed and distributed by the Office of Consumer Protection. Appropriates funds.

Requires residential property insurers to disclose wildfire risk scores upon request and at renewal, nonrenewal, and application. Requires insurers using wildfire risk models, catastrophe models, or scoring methods to file model-use information with the Insurance Commissioner and incorporate property-level and community-level wildfire mitigation. Requires insurers to provide mitigation discounts if property-level and community-level wildfire mitigations are not incorporated into risk models. Establishes a standardized notice and an appeal process for wildfire risk scores and mitigation discounts. Authorizes insurers to provide benefits or premium reductions for wildfire risk-preventative measures and clarifies treatment for midterm premium increases and anti-rebate laws. Requires reports to the Legislature. Appropriates funds.

Increases the Environmental Response, Energy, and Food Security Tax and the amount collected from the tax that is deposited into the Electric Vehicle Charging System Subaccount. Effective 7/1/2050. (SD1)

Urging The Governor To Take Action To Protect Transgender Members Of The Hawaii National Guard From Discriminatory Federal Policy And Permit Qualified Transgender Service Members To Continue Their Service.

Maintains the petty misdemeanor offense of abuse of family or household member by repealing the sunset of amendments made to sections 709-906 and 853-4, HRS, by Act 19, SLH 2020. Repeals provisions authorizing a deferred acceptance of a guilty plea for misdemeanor and petty misdemeanor abuse of family or household members offenses.

Appropriates funds to the Department of Health to purchase one advanced life support ambulance and related equipment to be based in the Central Maui area of the County of Maui and fund pay-related personnel costs for state-certified emergency medical services personnel. (CD1)

Clarifies and expands the types of proposed projects for privately-owned residential properties that are subject to historic review. Effective 7/1/3000. (HD1)

Provides that any corporation operating under state law shall hold all the corporate powers it previously held; provided that nothing in state law shall be construed to grant or recognize any corporate power to engage in election activity.
