Establishes heightened penalties for the offense of bribery under certain circumstances.

Appropriates funds to: (1) the counties for more voter service centers for in-person voting; (2) the Office of Elections to print and mail the digital voter information guide to all registered voters; and (3) the Office of Elections to support a public outreach and engagement campaign to encourage greater voter participation.

Authorizes geological subsurface characterization activities conducted by a public research institution under certain conditions. Clarifies that boreholes or test holes drilled for the purposes of geological subsurface characterization are distinct from water well exploration and geothermal or mineral exploration. Requires the Department of Business, Economic Development, and Tourism, to designate the Hawaii Groundwater and Geothermal Resources Center of the University of Hawaii, or a successor entity, as the repository for data collected from any geological subsurface characterization activity. Requires the Department of Hawaiian Home Lands to designate a repository or be the repository for any scientific data collected from any geological subsurface characterization activity on lands it holds in trust. Requires the Department of Land and Natural Resources to amend its exemption list to specify that certain geological subsurface characterization activities shall be exempt from the environmental review process or shall only require an exemption notice. Requires the University of Hawaii to amend its exemption list to specify that certain geological subsurface characterization activities shall be exempt from the environmental review process or shall only require an exemption notice. Requires the Department of Health to amend its rules related to hazardous waste and hazardous waste management for consistency with federal regulations to specify that certain waste products generated by geological subsurface characterization activity are exempt from hazardous waste management requirements. Requires that the first site where a borehole or test hole is drilled shall be on lands owned by DHHL. Establishes the Hawaii Groundwater and Geothermal Resources Center within the School of Ocean and Earth Science and Technology of UH Manoa. Appropriates funds.

Requires the Hawaii Community Development Authority to establish a Community Action Center in Chinatown. Expenditure contingent upon the City and County of Honolulu providing matching funds. Appropriation. Effective 7/1/2050. (SD1)

Establishes the Tenant Displacement Working Group within the Hawaii Housing Finance and Development Corporation to address tenant displacement and relocation in the State. Requires the Tenant Displacement Working Group to report to the Legislature. Appropriates Funds. Effective 7/1/2050. (SD1)

Requesting The Department Of Education To Make Available Recreational Facilities To The Public During Non-peak Hours And Non-school Days.

Prohibits state or county contractor's officers and any officer's immediate family, with contracts of $100,000 or more for goods or services or $250,000 or more for construction, from contributing to candidate or noncandidate committees, candidates, or any person for any political purpose for the duration of the contract. Prohibits grantees, grantees' officers and grantees' officer's immediate family, with grants of more than $100,000, from contributing to candidate or noncandidate committees, candidates, or any person for any political purpose for the duration of the grant. Requires any unlawful contribution to be returned to the contributor or it will escheat to the Hawaii election campaign fund.

Part I: Establishes an Ombudsman's Office and gives the Real Estate Commission the authority to investigate complaints. Part II: Broadens the list of documents an association must maintain and provide to unit owners.

Prohibits state elected officials from soliciting or accepting campaign contributions during any Regular Session or Special Session of the Legislature, including any extension of any Regular Session or Special Session or any legislative recess day, holiday, or weekend. Effective 7/1/3000. (HD1)

Requires community health outpatient programs to prepare a certificate for assisted community treatment and provide the certificate to a defendant. Requires a petition for assisted community treatment to be heard within five days after the petition is filed.

Prohibits persons with a license to carry a firearm from carrying a firearm on the licensee's person without also carrying an electric gun on the licensee's person. Requires a person's license to carry a firearm be revoked if the licensee carries a firearm without also carrying an electric gun.

Authorizes the Board of Land and Natural Resources to adopt by rule any federal regulation relating to the public lands of the State as it existed on 1/1/2025 that it deems is in the public interest.

Exempts gross income from real property leases from the general excise tax when the lessee is a small business. Makes conforming amendments.

Restricts motor vehicles that tow a motor vehicle or trailer from the far left lane on roads with three or more lanes going in the same direction, with exemptions. Specifies penalties for restricted motor vehicles who drive in the far left lane on roads with three or more lanes moving in the same direction. Applies restrictions and penalties to a county with a population of 500,000 or more. (HD1)

Implements certain recommendations of the SPEED Task Force. Requires the Department of Business, Economic Development, and Tourism to develop a permitting workforce pipeline in partnership with the University of Hawaii and community colleges and coordinate with state and county permitting agencies on certain tasks related to classification levels, salary and benefits, hiring, and responsibilities of employees. Appropriates funds.
