Requires the State or a county to reimburse an officer or employee for work-related travel costs that the officer or employee loaned to the State or a county within 30 calendar days of submitting an approved Statement of Completed Travel with detailed expenditures and related receipts. Requires the State or a county to pay interest on a loan not reimbursed within 30 days until the loan is fully reimbursed. Obligates an officer or employee to request a complete refund from the travel vendor for travel not taken through no fault of their own, and entitles an officer or employee to reimbursement from the State or a county when a travel vendor offers no or a partial refund. Effective 1/1/2077. (SD1)

Requires disclosure of the names of compensated officers of state and county contractors and grantees. Prohibits the compensated officers of certain state and county contractors and grantees from making, promising, or soliciting certain campaign contributions for the duration of the contract or grant. Provides that, for contributions received through a third-party payment processor website, whether received by check or directly deposited to the candidate or noncandidate committee, the date the contributor executes the transaction on the third-party payment processor website shall be deemed the date of receipt and the date of acceptance for campaign finance reporting and compliance requirements. Clarifies that monetary contributions and other campaign funds shall be deposited within 14 days of their physical receipt in a depository institution. Requires unlawful contributions to be returned to the contributor within 30 calendar days of receipt or escheat to the Hawaii Election Campaign Fund. Clarifies that where a violation of the prohibition against contributions and expenditures by lobbyists during legislative session occurs because of the acceptance or agreement to accept a prohibited contribution, and the contribution is by check, the date of violation shall be the date of the receipt of the check and not the date of deposit. Establishes a Capitol Visitor Center Working Group to study the feasibility of establishing a Capitol Visitor Center and submit a report to the Legislature. Requires the Department of Accounting and General Services to provide administrative support to the Working Group. Requires the Legislative Reference Bureau to assist the Working Group in preparing and submitting the report to the Legislature. Working Group to sunset on 6/30/2027. Effective 1/1/2525. (SD1)

Proposes an amendment to Article I, Section 4, of the Constitution of the State of Hawaii to provide that the participation of non-natural persons in election activities and campaign finance activities may be regulated, restricted, or prohibited as provided by law.

Clarifies that the dwelling units eligible for the Rent-to-Own Program shall be units that are for sale in fee simple or leasehold on non-ceded state or county land under a lease with an initial term of not less than 99 years. Replaces the five-year period during which the sales price of a rent-to-own dwelling unit shall remain fixed with an option period established by the Hawaii Housing Finance and Development Corporation. Exempts a dormant captive insurance company that has been issued a certificate of dormancy from certain taxes and the requirement that its governing body hold at least one meeting each year in the State. Effective 1/1/3000. (SD1)

Establishes, and appropriates funds for, a working group to make recommendations to revise the Hawaii Housing Finance and Development Corporation's Qualified Allocation Plan and propose revisions to the prioritization of the Rental Housing Revolving Fund and the terms of loans made from the Rental Housing Revolving Fund. Effective 7/1/3000. (HD1)

Amends the definition of "eligible business activity" for the purposes of the Enterprise Zone Program to include certain retail sales of tangible personal property; processing of certain value-added agricultural products; research development, sale, or production of all types of medical products and medical and health care services; activities of the Hawaii Food and Product Innovation Network; the provision of certain professional services by health care professionals; aerospace research and development activities; and information technology design and production services. Authorizes the Department of Business, Economic Development, and Tourism to declare up to two census tracts on state land that contain an innovation enterprise to be designated as an enterprise zone, subject to the Governor's approval and notwithstanding certain conditions. Requires DBEDT to conduct a comprehensive review, in consultation with the Department of Taxation, of the State Enterprise Zones Program and to submit a report to the Legislature. For taxable years beginning after 12/31/2026, extends the eligibility period of the state business tax credit for qualified businesses within state enterprise zones. Beginning 1/1/2028, extends the eligibility period of the general excise tax exemption for qualified businesses within state enterprise zones. Applies to qualified businesses who join the Enterprise Zone Program on or after 7/1/2026. (CD1)

Establishes an order of succession for an Interim Chief Election Officer in the event of a vacancy in the position of Chief Election Officer until the Elections Commission appoints a new Chief Election Officer. (CD1)

Authorizes the counties to close or restrict public lands under the county's jurisdiction when necessary to protect public health, ensure public safety, or preserve natural or cultural resources. Effective 7/1/3000. (HD2)

Establishes and appropriates funds for a one-year Digital Youth Mental Health Platform Pilot Project that will enable the Child and Adolescent Mental Health Division of the Department of Health to develop and make publicly available a digital platform designed to help young people address and manage mental health challenges. Requires a report to the Legislature. Effective 7/1/3000. (SD1)

Specifies a time limit for the validity of a finding of no significant impact of a final environmental assessment or acceptance of a final environmental impact statement for a proposed action. Requires an agency or applicant to commence a new environmental review process for the proposed action if the validity expires.

Requires the Department of Agriculture and Biosecurity to convene a Bona Fide Farmer Working Group to develop multi-tiered, matrix-based definitions for the terms "bona fide farmer" and "bona fide agricultural activity". Requires a report to the Legislature. (CD1)
