Requires the State or a county to reimburse an officer or employee for work-related travel costs that the officer or employee loaned to the State or a county within 30 calendar days of submitting an approved Statement of Completed Travel with detailed expenditures and related receipts. Requires the State or a county to pay interest on a loan not reimbursed within 30 days until the loan is fully reimbursed. Obligates an officer or employee to request a complete refund from the travel vendor for travel not taken through no fault of their own, and entitles an officer or employee to reimbursement from the State or a county when a travel vendor offers no or a partial refund. Requires disclosure of the names of compensated officers of state and county contractors and grantees. Prohibits the compensated officers of certain state and county contractors and grantees from making, promising, or soliciting certain campaign contributions for the duration of the contract or grant. Provides that, for contributions received through a third-party payment processor website, whether received by check or directly deposited to the candidate or noncandidate committee, the date the contributor executes the transaction on the third-party payment processor website shall be deemed the date of receipt and the date of acceptance for campaign finance reporting and compliance requirements. Clarifies that monetary contributions and other campaign funds shall be deposited within 14 days of their physical receipt in a depository institution. Requires unlawful contributions to be returned to the contributor within 30 calendar days of receipt or escheat to the Hawaii Election Campaign Fund. Clarifies that where a violation of the prohibition against contributions and expenditures by lobbyists during legislative session occurs because of the acceptance or agreement to accept a prohibited contribution, and the contribution is by check, the date of violation shall be the date of the receipt of the check and not the date of deposit. Appropriates moneys. (SD3)

Amends the definition of "eligible business activity" for the purposes of the Enterprise Zone Program to include certain retail sales of tangible personal property; processing of certain value-added agricultural products; research development, sale, or production of all types of medical products and medical and health care services; activities of the Hawaii Food and Product Innovation Network; the provision of certain professional services by health care professionals; aerospace research and development activities; and information technology design and production services. Authorizes the Department of Business, Economic Development, and Tourism to declare up to two census tracts on state land that contain an innovation enterprise to be designated as an enterprise zone, subject to the Governor's approval and notwithstanding certain conditions. Requires DBEDT to conduct a comprehensive review, in consultation with the Department of Taxation, of the State Enterprise Zones Program and to submit a report to the Legislature. For taxable years beginning after 12/31/2026, extends the eligibility period of the state business tax credit for qualified businesses within state enterprise zones. Beginning 1/1/2028, extends the eligibility period of the general excise tax exemption for qualified businesses within state enterprise zones. Applies to qualified businesses who join the Enterprise Zone Program on or after 7/1/2026. (CD1)
