Amends the collective bargaining negotiation procedure on the repricing of classes within a bargaining unit for public employees. Establishes an impasse procedure to be applied when an employer fails to initiate the negotiation or the parties fail to reach an agreement within 90 days. Repeals existing law that requires a different impasse procedure to apply in those situations. Sunsets 6/30/2029. Effective 7/1/3000. (HD1)

Prohibits athletic programs of the University of Hawaii from competing in venues that are operated by or physically integrated with a gambling enterprise while clarifying that standard naming-rights or advertising agreements do not constitute prohibited sponsorships.

Repeals the authorization of a physician to transmit a treatment plan by mail or facsimile and the requirement that the physician submit the plan to an address or facsimile number provided by the employer. Requires an employer to file a response, either accepting or objecting to a treatment plan, within ten days of receipt. Imposes a monetary penalty if an employer does not file a response within the ten-day period, unless there was good cause for the delay. Clarifies that a treatment plan is deemed accepted if an employer fails to file certain documents within the ten-day period. Imposes penalties on employers found to have improperly denied a treatment plan. (CD1)

Requires the Department of Human Services to establish or select and contract with a third-party administrator to serve as the State Pharmacy Benefit Manager (PBM) who shall be responsible for administering all pharmacy benefits for medicaid beneficiaries enrolled with medicaid managed care organization. Requires medicaid managed care organizations to contract with and utilize the State PBM. Establishes requirements to procure the State PBM in addition to the requirements under state law governing purchases of health and human services. Establishes requirements and prohibitions for the contract to be used by the DHS when contracting with the state PBM. Requires the DHS to establish a single-preferred drug list to be used by the State PBM. Requires the DHS to consult with the Med-QUEST Healthcare Advisory Committee on the development, implementation, and oversight of the State PBM program. Requires reports to the Legislature. Appropriates funds.

By 1/1/2027, requires all law enforcement agencies in the State to maintain a policy on the visible identification of law enforcement officers. Requires law enforcement agencies to maintain confidential, accurate records documenting each officer's adherence to the agency's visible identification policy. Prohibits state and county law enforcement agencies from assisting any law enforcement operation conducted by a federal law enforcement agency that fails or refuses to maintain a policy on the visible identification of law enforcement officers that meets the standards of state law. By 1/1/2027, requires state and county law enforcement agencies to maintain a policy on the minimum requirements to cooperate with a federal law enforcement agency enforcing federal immigration laws in the State.

Beginning 7/1/2027, authorizes state departments, divisions, and agencies to elect to assume hiring and recruitment functions from the Department of Human Resources Development for vacant civil service positions within that department, division, or agency under certain conditions. Requires the Department of Human Resources Development to adopt rules.
