Establishes the Green Fee Transparency and Accountability Program and Green Fee Resiliency Impact Dashboard, to be administered by the Hawaii Climate Change Mitigation and Adaptation Commission. Appropriates funds. Effective 7/1/3000. (SD1)

Establishes within the Department of Transportation a subsidized youth transit program for youth who are residents of the State, to be coordinated with the counties. Authorizes the Department to adopt rules, expand eligibility, and consult with the Department of Education on best practices, under certain conditions. Establishes the Subsidized Youth Transit Program Special Fund. Requires biannual evaluations of the new program and Special Fund. Allocates funds from the Environmental Response, Energy, and Food Security Tax to the Subsidized Youth Transit Program Special Fund. Appropriates funds into and out of the Subsidized Youth Transit Program Special Fund. Requires reports to the Legislature. Effective 7/1/3000. (HD2)

Establishes an exemption from mediation in parentage proceedings where there are allegations of domestic abuse. Clarifies the exemption from mediation in divorce proceedings as it relates to domestic abuse.

Establishes the State Boating Facility Management Lease Program within the Division of Boating and Ocean Recreation of the Department of Land and Natural Resources. Authorizes the Board of Land and Natural Resources to lease management of the entire Ala Wai Small Boat Harbor. Repeals provisions relating to the leasing of certain fast and submerged lands of Ala Wai Boat Harbor. Requires annual reports to the Legislature.

Requires the Department of Human Services to develop and implement a state-funded financial assistance program to offer state-funded colorectal screenings and treatment for certain persons. Requires state-funded coverage for follow-up treatment for colorectal cancer for certain persons. Requires coverage to include a follow-up colonoscopy after a positive test result. Specifies that coverage is not subject to a deductible, copayment, coinsurance, or any other cost-sharing requirements. Appropriates funds and establishes one full-time equivalent (1.0 FTE) position. Requires the Campaign Spending Commission to send notices regarding unfiled, substantially defective, and substantially deficient reports by certified mail. Requires the Commission to specify in substantial defect and deficient report notices the nature of any substantial defect or deficiency. Allows recipients of substantial defect and deficient report notices to correct their reports up to 10 business days after the receipt of the notices. Defines the terms "substantially defective" and "substantially deficient".

By January 1, 2027, requires each law enforcement agency operating in the State to maintain a publicly available policy on the visible identification of law enforcement officers. Adds law enforcement officers to covered public servants who may request any government agency, person, or organization to not make publicly available on the Internet certain covered personal information.

Allows a licensed dental hygienist to place interim therapeutic restorations in public health settings under the general supervision of licensed dentist.

Appropriates funds to: (1) the counties for more voter service centers for in-person voting; (2) the Office of Elections to print and mail the digital voter information guide to all registered voters; and (3) the Office of Elections to support a public outreach and engagement campaign to encourage greater voter participation.

Establishes the Office of Community Culture, Arts, and Innovation within the Department of Business, Economic Development, and Tourism for administrative purposes only. Requires annual reports to the Legislature. Appropriates funds for an Executive Director position and Specialist position within the Office of Community Culture, Arts, and Innovation. Establishes the Community and Cultural Partnership Program. (CD1)

Requires any law enforcement officer acting under color of law in a public space or on state or county property to remain visibly identifiable. Prohibits law enforcement officers from wearing facial coverings while performing their duties, with certain exceptions. Requires law enforcement officers to wear apparel and use vehicles that bear conspicuous markings of the applicable law enforcement agency. Requires all civil law enforcement activity that involves participation by state or county law enforcement officers or occurs on state or county property to be conducted in a manner that adheres to specified standards. Deems certain locations to be service-first spaces and requires them to have clear, narrowly tailored procedures with respect to civil immigration actions. Requires all state and county agencies to adopt policies that limit the collection, retention, and sharing of immigration-related personal data. Requires all interagency data exchanges between state agencies, county agencies, or state and county agencies to operate under auditable agreements. Requires all state and county agencies to report annually to the Legislature and Governor regarding the civil-immigration-related requests. Requires every state and county agency to adopt a policy that prohibits immigration-based harassment or threats, including unwarranted verification of an individual's immigration status, with respect to employment or the provision of services to the public. Requires all state and county law enforcement officers to monitor civil immigration enforcement activity by activating body cameras when present in a situation in which United States Immigration and Customs Enforcement agents are interacting with a member of the general public.

Requires the Department of Education to establish a two-year Student-Authored Book Publication Pilot Program. Authorizes the Pilot Program to be conducted for fourth, fifth, and sixth graders at up to five Kalihi public elementary schools and up to five Nanakuli-Waianae public elementary schools to be integrated into existing curricula. Appropriates funds. (CD1)

Prohibits homeowners insurance policies from limiting or denying payment of replacement costs, extended replacement costs, or building code upgrade costs for a dwelling solely because the insured elects to rebuild the dwelling at a different location or purchase an already-constructed home at a different location. Allows for the combination of dwelling and other structures coverage limits to fund the rebuilding or replacement of the primary residence under certain conditions. Requires notice to policyholders.

Requires the Division of Aquatic Resources of the Department of Land and Natural Resources to begin the rulemaking process no later than 7/1/2026 to regulate or ban jug line fishing and jug rig variant fishing methods. Effective 7/1/3000. (HD1)

Requires all state building construction begun on or after 7/1/2028 to provide at least one universal changing accommodation in each public restroom designated as a family or assisted-use restroom, unless technically infeasible. Effective 1/1/2525. (SD1)
