Prohibits binding agreements preventing the installation of a portable plug-in solar generation device on any residential dwelling, subject to certain requirements.

Requires any law enforcement officer acting under color of law in a public space or on state or county property to remain visibly identifiable. Prohibits law enforcement officers from wearing facial coverings while performing their duties, with certain exceptions. Requires law enforcement officers to wear apparel and use vehicles that bear conspicuous markings of the applicable law enforcement agency. Requires all civil law enforcement activity that involves participation by state or county law enforcement officers or occurs on state or county property to be conducted in a manner that adheres to specified standards. Deems certain locations to be service-first spaces and requires them to have clear, narrowly tailored procedures with respect to civil immigration actions. Requires all state and county agencies to adopt policies that limit the collection, retention, and sharing of immigration-related personal data. Requires all interagency data exchanges between state agencies, county agencies, or state and county agencies to operate under auditable agreements. Requires all state and county agencies to report annually to the Legislature and Governor regarding the civil-immigration-related requests. Requires every state and county agency to adopt a policy that prohibits immigration-based harassment or threats, including unwarranted verification of an individual's immigration status, with respect to employment or the provision of services to the public. Requires all state and county law enforcement officers to monitor civil immigration enforcement activity by activating body cameras when present in a situation in which United States Immigration and Customs Enforcement agents are interacting with a member of the general public.

Appropriates funds to the University of Hawaii College of Tropical Agriculture and Human Resilience and the Department of Health to continue their implementation of the Hawaii Supplemental Nutrition Assistance ProgramEducation Program.

Requires the Auditor to conduct a financial and performance audit of the Department of Hawaiian Home Lands, including a review of the Department's use of moneys appropriated by Act 279, SLH 2022.

Requires certain employers to provide administrative leave of absence for victims of workplace violence or threat of workplace violence. Expands the type of certification an employee may provide to an employer if the leave exceeds five days per calendar year. Prohibits retaliation against employees for exercising rights related to domestic violence, sexual violence, or workplace violence or threat of workplace violence. Effective 1/1/2077. (SD1)

Appropriates funds to the State Foundation on Culture and the Arts for the Artists in the Schools Program. Effective 1/1/3000. (SD1)

Prohibits any person from providing advisory, negotiation, or procurement assistance to or on behalf of a student athlete relating to endorsements; promotional or marketing services; appearances; autographs; social media branding; content creation or distribution; licensing of publicity rights; brand development, sponsorship, or promotional arrangements; or agreements related to the name, image, or likeness of the student athlete, without being a registered athlete agent in the State and having a valid agency contract executed in compliance with applicable law. Places limits on emergency management powers of the governor and mayors. Establishes the Emergency Powers Oversight Committee to oversee emergency proclamations. Provides that a state of emergency or local state of emergency terminates automatically after 30 days, rather than 60 days. Limits the total duration of a state of emergency or local state of emergency to 60 days unless approved by a Concurrent Resolution of the Legislature. Requires any proclamation suspending a statute to be narrowly tailored and supported by a written justification.

Requires municipal solid waste combustor ash to be disposed of only in a double-lined landfill, except for in Waimanalo Gulch Sanitary Landfill cells constructed and in use by 12/31/2025. Beginning 12/31/2026, prohibits the reuse of municipal solid waste incinerator ash for use as daily landfill cover material, roadbuilding, fill, or construction material.

Requires the Department of Human Services to provide Medicaid prescription drug program recipients with coverage of glucagon-like peptide-1 (GLP-1) drugs for weight loss. Appropriates funds. (HD1)

Requires any disposition of more than one thousand acres of public lands to governments by the Board of Land and Natural Resources to be subject to approval by a majority vote of both houses of the Legislature. Requires the government seeking the disposition of the public land to submit for introduction to the Legislature a resolution containing certain information. Requires a copy of the draft resolution to be sent to the Office of Hawaiian Affairs.

Authorizes the Department of Land and Natural Resources to close all or portions of any marine life conservation district for various periods of time and to adopt rules for the regulation of commercial activity within a marine life conservation district.

Proposes a constitutional amendment to prohibit a person from serving as a member of the legislature for more than twenty-four years during the person's lifetime.

Establishes and appropriates funds into and out of the Hawaii Employer-Led Sector Partnerships Special Fund. Requires the Department of Business, Economic Development, and Tourism to coordinate its sector partnership activities with the Workforce Development Council. Effective 7/1/3050. (SD1)

Establishes a Royal Mausoleum Commission within the Department of Land and Natural Resources to develop and implement policy for the preservation, operation, and outreach of Mauna Ala. Requires the Royal Mausoleum Commission to report annually to the Legislature. Effective 7/1/3000. (HD3)
