Authorizing a health care provider or health care payor to commence certain civil actions if the Attorney General does not commence a civil action within a specified timeframe for an alleged violation of the provider's or payor's right of medical conscience, etc.

Defines "temporary door locking device"; authorizing temporary door locking devices to be installed at any height; requires Florida Building Commission to incorporate certain standards for temporary door locking devices into Florida Building Code; requires use of temporary door locking devices be integrated into building safety plans, safety drills, & training programs for specified purpose.

Provides exemption from public records requirements for petitions, & contents thereof, for injunctions for protection against serious violence by known person; provides exemption from public records requirements for information that can be used to identify petitioner or respondent in such petition for injunction; provides statement of public necessity.

Requires persons convicted of certain driving offenses to comply with ISA device requirements; prohibits eligible offender from operating motor vehicle without installation of ISA device; provides exception; provides requirements for eligible offender, ISA device & its data, DHSMV, & ISA device manufacturer, installer, & provider; requires background check for certain persons; provides for reinstatement of eligible offender's driving privilege; provides immunity from liability for motor vehicle manufacturers, distributors, & retailers.

Authorizing an educator preparation institute to allow certain program participants to enroll in introductory coursework; revising the criteria for the award of a temporary educator certification to include certain persons with expired professional certificates; requiring that subject area coverages and endorsements for a certificateholder be reinstated with the certificateholder's professional certificate; revising requirements for reinstatement of a professional certificate; providing that certain requirements for reinstatement of a professional certificate may not be satisfied using specific inservice points; requiring the Florida Center for Teaching Excellence to collaborate with the David C. Anchin Center for the Advancement of Teaching for specified purposes; requiring, rather than authorizing, the center to submit a specified professional learning system for approval by the department; requiring the center to allow certain certified educators to use such professional learning system for specified purposes at no cost to the educator; requiring the center to submit inservice points for such educators to the department; requiring the center to provide information on certain school district professional learning systems to certain certified educators, etc.

Authorizing a grandparent of a minor child to petition a court for court-ordered visitation with the child in certain circumstances, etc.

Creating the offense of causing or enticing a minor to commit, or in the presence of a minor committing, animal cruelty; requiring a court to order a minor who commits specified acts of animal cruelty to undergo a psychological evaluation and receive counseling and treatment for a specified time period; requiring the minor's parent or guardian or the state to pay the cost of such evaluation, counseling, and treatment; providing an exception; authorizing the court to hold the parent or guardian in contempt under certain circumstances; requiring the Department of Law Enforcement to post on its website specified information relating to each individual convicted of specified animal cruelty offenses; specifying time periods for which the information shall be posted; requiring the department to develop a procedure to allow a person to petition for the removal of his or her information under specified circumstances; requiring the department to remove specified information under specified circumstances; specifying the time period within which such information must be removed; authorizing the department to adopt rules; requiring clerks of court and county detention facilities to provide the Department of Law Enforcement with specified information, data, and images; creating the offense of causing or enticing a minor to commit, or in the presence of a minor committing, fighting or baiting animals; creating the offense of causing or enticing a minor to commit, or in the presence of a minor committing, sexual activities involving animals; increasing the maximum civil penalty for specified violations of ordinances relating to animal control or cruelty; increasing the level on the offense severity ranking chart for fighting or baiting animals; ranking offenses created by the act on the offense severity ranking chart, etc.

Requires parents and legal guardians registering child in high-risk sport to receive specified educational materials; provides requirements for such materials; requires certain athletic directors, coaches, referees, & trainers of high-risk sports to complete specified training; requires State Surgeon General, in collaboration with others, to develop specified continuing education courses for certain persons; establishes Florida Brain Health in Sports Panel within DOH; provides requirements for panel; authorizes department to use certain funds for certain purposes; provides rulemaking authority to department; designates Parkman-Lewis Day.

Requires DHSMV to develop Endless Summer motorcycle specialty license plate; specifies design requirement for plate; requires that number of valid Endless Summer motor vehicle & motorcycle specialty license plates be added together for purposes of certain determination.

Authorizing a distributor of vinous, spirituous, or malt beverages to make an excise tax deduction in its monthly tax report for alcoholic beverages that have become unsellable through warehouse breakage, spoliation, evaporation, or expiration or that have become unfit for human consumption; requiring distributors that distribute more than one type of alcoholic beverage to deduct their gross taxes for products according to those specified in a specified manner; requiring a distributor to immediately notify the Division of Alcoholic Beverages and Tobacco when an extraordinary loss occurs, etc.

Exempting certain electricity sold to owners or operators of an electric vehicle charging station from the sales and use tax; requiring owners or operators of electric vehicle charging stations to furnish a specified affidavit under certain circumstances; providing civil and criminal penalties; requiring the Department of Revenue to look solely to owners or operators for recovery of the tax under certain circumstances, etc.

Revising the definition of "forensic client" to include a defendant committed to involuntary residential services in a secure facility of the Agency for Persons with Disabilities; republishing s. 916.303, F.S., relating to determination of incompetency, etc.

Requires AHCA to conduct or contract for specified study to determine specified information; provides requirements for such study; requires agency to provide results to Governor & Legislature by certain date.

Revises certain continuing education requirements to apply to certain persons.
