Prohibiting certain entities from expending funds on organizations that discriminate on the basis of race, color, national origin, sex, disability, or religion; requiring that a public school student have prior written consent from his or her parent or guardian to receive instruction on reproductive health; authorizing a private school to purchase a supply of FDA-approved epinephrine delivery devices, rather than epinephrine auto-injectors; revising the period of time for which a private prekindergarten provider is prohibited from delivering a prekindergarten program and receiving state funds under certain circumstances, etc.

Providing that health insurance, health maintenance organization coverage, health plan coverage, and travel insurance providers are subject to the jurisdiction of the courts of this state under certain circumstances; defining the terms "emergency services" and "health care provider"; prohibiting health care providers from collecting or attempting to collect from patients any sums owed by insurers and health maintenance organizations, respectively, for emergency services rendered, etc.

Creating the Antisemitism Task Force adjunct to the Office of Civil Rights within the Department of Legal Affairs for a specified purpose; requiring the department to provide administrative and staff support to the task force; requiring the task force to meet quarterly; requiring the task force to annually submit a report and policy recommendations to the Governor and the Legislature by a specified date; specifying that the term "antisemitism" does not include certain criticism of the state of Israel, etc.

Exempts from public records requirements written communications developed in preparation for, or preliminary to, issuance of any order by PERC or its designees; exempts showing of interest statements signed by public employees & filed with PERC; providing an exception; exempts from public records requirements personal identifying & location information of chair, commissioners, & hearing officers of PERC & personal identifying & location information of spouses & children of such personnel; provides for future legislative review & repeal of exemptions; provides statements of public necessity.

Defining the term "state attorney's office or Office of Statewide Prosecution nonlegal support staff"; providing an exemption from public records requirements for the personal identifying and location information of current state attorney's office and Office of Statewide Prosecution nonlegal support staff and the spouses and children of such staff; providing for future legislative review and repeal of the exemption; providing a statement of public necessity, etc.

Requiring the Department of Transportation and any impacted local government to increase the minimum perception-reaction time for steady yellow signals at certain intersections by a specified amount of time; authorizing enforcement of restrictive school zone speed limits through the use of speed detection systems under certain conditions; revising provisions relating to the placement and installation of certain speed detection systems and components thereof; revising a limitation on the use of videos and images recorded as part of a school bus infraction detection system; revising provisions relating to penalties for certain failures to comply, etc.

Requires each nurse registry to display specified disclaimer in clear & conspicuous manner on its website & all advertising & marketing materials.

Citing this act as the "Recognizing Judea and Samaria Act"; prohibiting state agencies from using the term "West Bank" in official government materials; prohibiting state agencies from using moneys to create official government materials using such term; requiring instructional materials and library media center collections adopted by certain entities on or after a specified date to refer to a certain area as Judea and Samaria, etc.

Authorizing the Agency for Health Care Administration to authorize and pay for specified orthotics and prosthetics services for Medicaid recipients who are eligible individuals; requiring the agency to seek federal approval and amend contracts as necessary to implement the act; requiring individual health insurance policies; group, blanket, and franchise health insurance policies; and health maintenance contracts, respectively, to provide coverage for specified orthotics and prosthetics services for eligible individuals, etc.

Specifying additional circumstances under which a disputed claim is not subject to review under the statewide provider and health plan claim dispute resolution program, etc.

Requiring the Department of Management Services to provide coverage for specified strategies for the evidence-based treatment and management of obesity and related conditions for state group health insurance plan policies issued on or after a specified date; prohibiting coverage criteria for weight management medications from being more restrictive than the United States Food and Drug Administration's indications for such medications, etc.

Provides for petitions for involuntary admission to residential services of persons with neurocognitive disorders; provides that forensic clients with neurocognitive disorder have certain rights; authorizes appointment of certain clinical social workers or mental health counselors as experts to evaluate defendants for mental competence to proceed; limits such appointment to evaluations of mental competence to proceed; defines "neurocognitive disorder"; provides for appointment of experts to evaluate mental condition of defendants whose suspected mental condition is neurocognitive disorder; provides for determination of whether defendant whose suspected mental condition is neurocognitive disorder is mentally competent to proceed; provides for training of such defendant in certain circumstances; provides for involuntary commitment of certain defendants determined to be incompetent to proceed due to neurocognitive disorder; provides for retention of jurisdiction over certain defendants found incompetent to proceed & ordered into forensic facility for defendants who have intellectual disabilities, autism, or neurocognitive disorders; provides for dismissal of charges without prejudice when defendant is found incompetent to proceed due to neurocognitive disorder; provides for conditional release, in certain circumstances, of defendant who is incompetent to proceed due to neurocognitive disorder; requires certain juvenile delinquency procedures for children who are incompetent to proceed because of neurocognitive disorder.

Authorizing Florida College System institutions and state universities to sponsor job engine charter schools; requiring that specified tax funds be provided annually to the sponsor of a job engine charter school, etc.

Authorizes tax collector to retain certain costs, charges, & fees; revises determination of certain handling charge; requires tax collector to determine certain costs; authorizes processing entity to retain certain record & driver license reinstatement fees; requires certain amount of replacement driver license & renewal & replacement identification card fees to be remitted to tax collector; requires specified fee to cover actual costs of any required criminal history check; requires tax collector to retain certain amount of such fee; increases amount of certain driver license reinstatement fees to be remitted to or retained by tax collector; authorizes processing entity or tax collector to retain certain driver license reinstatement fees.

Deleting a prohibition on the inclusion of personal identifying information in the uterine fibroid research database, etc.
