Requires certain organizations & agencies to provide employees with annual training approved by DCF relating to protection of children from abuse & neglect; provides requirements for such training; requires DCF to create process to approve qualified accrediting organizations; requiring such organization maintain certain records; requires DCF review status of accredited child safety organizations at certain intervals; requires DCF to collect & analyze certain reports of abuse which are reported from or occurred at child-serving organization; requires OIR to approve rating plans for employer's liability insurance which provide premium discount to certain child-serving organizations; provides requirements for such plans; requires OPPAGA to conduct study on affordability & availability of liability coverage for child-serving organizations; requires office to provide certain report to Legislature by certain date.

Repealing a provision relating to penalties and violations related to illegal gambling; authorizing a person who is ineligible for employment with the commission to submit a waiver request to the commission asking to be considered eligible for employment if the person possesses certain expertise or experience; revising the standards of conduct for current and former commissioners and employees of the commission; authorizing a slot machine licensee to apply to the commission to change the location of its designated slot machine gaming area under certain circumstances; providing criminal penalties for persons who stake, bet, or wager any money or other thing of value upon the result of certain games, contests, matches, races, or sports if such persons have knowledge that the outcome of the games, contests, matches, races, or sports is prearranged or predetermined; revising the criminal penalties for persons who rent or lease a house for gambling purposes, etc.

Creating the Vacancy Relief and Risk Mitigation Trust Fund within the Florida Housing Finance Corporation for a specified purpose; authorizing any unexpended balance at a specified time to revert and be reappropriated for a certain purpose; providing for future review and termination or re-creation of the trust fund, etc.

Creating the "Homes for Veterans Property Management Incentive Pilot Program Act"; establishing the Homes for Veterans Property Management Incentive Pilot Program in certain counties, subject to legislative appropriation; requiring a landlord to submit to the contracted program administrator required documentation within a specified time period to apply for funding; authorizing a landlord to apply for up to a specified dollar amount from the funds, etc.

Establishing the Florida Agency for Fiscal Oversight within the Department of Financial Services; requiring local governments to notify the agency after authorizing specified referenda; deleting a requirement that a specified hotline be operated for a certain amount of time each day; requiring specified employees to take a certain training annually; requiring that certain employees who report information to the Florida Agency for Fiscal Oversight be afforded the same protection as whistle-blowers, etc.

Requires, beginning on specified date, that newborns to be screened for biliary atresia; requires DOH to consult with Genetics & Newborn Screening Advisory Council before adopting certain rules; requires department, by specified date, to implement certain education campaign relating to biliary atresia.

Revises the timeframe during which tentative budgets, and the length of time for which final budgets, must be posted on county websites; requires the county to hold a budget workshop for a specified purpose by a certain date; requires the county to post a certain budget reduction exercise or link on its website; requires counties to publish budget development calendars, etc.

Expands jurisdiction of law enforcement officers for Division of Alcoholic Beverages & Tobacco; provides DBPR enforcement authority over employment eligibility verification; revises prohibitions relating to minors for talent agencies; requires Barbers' Board & Board of Cosmetology, respectively, to establish certain minimum standards & penalties for failing to adhere to such standards; requires department to report penalties imposed to DOE; authorizes department to take certain actions against certain establishments for violating laws relating to hemp extract; authorizes department to validate identity & work authorization of applicant before issuing license or renewing license; specifies personal identification information department may request from applicant; authorizes department to submit such personal identification information to & enter into memoranda of understanding with appropriate federal agencies; requires department to suspend license of person not authorized to work in United States; requires department to reinstate license without charge; provides immunity; authorizes division to suspend or revoke permit of dealer if division finds sufficient evidence of violation of laws of this state or any other state or territory of United States; prohibits licensed or permitted dealers from possessing, selling, intending to sell, delivering, or giving nitrous oxide on or from dealer's licensed premises; provides criminal penalties.

Provides for conveyance of specified lands to Okeechobee Utility Authority.

Provides that it is unlawful for person to manufacture, repackage, sell, hold, or offer for sale cosmetics that have been tested on animals as part of manufacturing process; prohibits manufacturers from using animal testing as part of cosmetics manufacturing process; prohibits manufacturers from repackaging, selling, holding, or offering for sale cosmetics that have been tested on animals; provides that manufacturers, upon issuance of cosmetic manufacturer permit, consent to specified inspections by DBPR & to submit to DBPR certain written documentation by specified date each year; provides for criminal penalties; provides administrative penalty; provides for cause of action by DBPR.

Requires that applicant who qualifies for licensure under specified provisions provide proof of such qualification & pay required fees to be eligible for licensure; requires that applicants for licensure as technologist or technician who meet specified criteria be deemed to have satisfied minimum qualifications for licensure to perform high or moderate complexity testing as technologist or technician, as applicable.

Removes provisions relating to Manatee County Free Public Library Act.

Requiring the Office of Insurance Regulation, in collaboration with the Department of Children and Families and other entities, to review and analyze certain data; requiring the office to provide a certain report to the Governor and Legislature; authorizing the office to levy fines or otherwise penalize insurance companies, and the department to levy fines or otherwise penalize community-based care lead agencies, for failure to timely reply to certain requests for information, etc.

Requiring the Department of Management Services adopt rules to establish a process for employees in the Florida Retirement System to transfer years of creditable service to another employee in the system, etc.

Requiring that specific needs of a high-acuity child be considered when determining a child's best interest; revising the role of and services provided by a Child Protection Team; providing for the placement of a high-acuity child; revising the goals of multidisciplinary teams; revising the participants in a multidisciplinary team; requiring a licensed health care professional to perform a medical screening for certain conditions on a child who is removed from the home and maintained in an out-of-home placement, etc.
