Provides exemptions from public meetings requirements for certain portions of meetings of Respiratory Care Interstate Compact Commission; provides exemption from public records requirements for recordings, minutes, & records generated during exempt portions of such meetings; provides for future legislative review & repeal of exemptions.

Provides penalty for failure by ambulatory surgical center to timely provide good faith estimate; requires AHCA to notify Division of Law Revision upon adoption of certain federal rules.

Citing this act as the "Economic Self-Sufficiency for Working Individuals with Disabilities Act"; contingent upon federal approval, requiring the Agency for Health Care Administration to implement and administer a Medicaid buy-in program for specified individuals with disabilities under certain circumstances; requiring the agency to determine the income eligibility level for the program; specifying requirements for the program; requiring the agency to seek federal approval through a Medicaid waiver or state plan amendment by a specified date, etc.

Requiring the employing agency of a law enforcement officer to maintain in the personnel file or other public record a log documenting the name, address, and identification presented of any person requesting and receiving from the employing agency such files or records of such officer, etc.

Requiring state university and Florida College System institution boards of trustees to redesignate specified roads or portions of roads to certain names relating to Charlie James Kirk within a specified time period; requiring that state funds be withheld for any university or institution that fails to redesignate a road or portion of a roadway within such time period, etc.

Prohibiting counties and municipalities, respectively, from transferring for specified purposes revenues collected from providing utility services; requiring revenue surpluses to be returned to the ratepayers; requiring county and municipal utilities, respectively, to develop budget forecasts and strategies that meet certain requirements; prohibiting counties and municipalities, respectively, from charging a higher rate or adding a surcharge to certain customers, etc.

Requiring licenses for assisted living facilities that provide memory care services; making technical changes; requiring an assisted living facility that serves memory care residents or holds itself out as providing memory care services to obtain a memory care services license; providing an exception; requiring an assisted living facility to maintain certain licensure and meet certain requirements in order to obtain a memory care services license; requiring the Agency for Health Care Administration to adopt rules governing memory care services licenses by a specified date, etc.

Prohibits counties, municipalities, & special districts, respectively, from substantially burdening free exercise of religion by adopting or enforcing certain ordinances, regulations, resolutions, rules, or other policies; prohibits local enforcement agency from denying issuance of certificate of occupancy to owner of residential or commercial property based on noncompliance with Florida-friendly landscaping ordinances; prohibits local enforcement agency from denying issuance of building permit for alteration, modification, or repair of single-family residential structure; prohibits local enforcement agency from requiring building permit for construction of playground equipment or fence on certain property; prohibits local governments from adopting or enforcing certain ordinances, regulations, resolutions, rules, charter provisions, or other policies or from taking any action to license or otherwise regulate mutual benefit corporations; revises criteria for business to be considered home-based business as it relates to local government regulation of parking.

Requiring a law enforcement officer to provide the driver of a vehicle impounded under certain circumstances with certain information; authorizing the driver of a vehicle disabled under certain circumstances to take certain action; requiring a law enforcement officer and wrecker operator to provide specified information to the driver of a vehicle disabled under certain circumstances, etc.

Designates Andrew "Red" Harris Spoil Island; directs DEP to erect suitable markers.

Revises membership of Florida Transportation Research Institute; requires Florida Greenways & Trails Council to meet within specified timeframe to update specified recommendations; requires seaports to include critical infrastructure resource strategies in specified plan; revises provisions relating to personal delivery devices & mobile carriers; increases certain speed limits; modifies terms for elections to attend basic driver improvement course; authorizes certain rental trucks to elect permanent registration period; requires motor vehicle registration renewal to be recorded electronically; removes provisions relating to validation stickers; revises provisions relating to drone delivery services & drone ports; revises powers & duties of DOT with respect to state airport systems; provides requirements for commercial service airports relating to critical infrastructure resources; revises provisions relating to certain communications facilities; revises construction materials that may be used for certain multiuse trails or shared-use paths; provides that certain provisions relating to paratransit services apply only to persons with disabilities; revises provisions authorizing certain sign owners to increase sign height under certain circumstances; provides penalties for shooting into or throwing deadly missiles into occupied or unoccupied autonomous vehicle; provides penalties for defacing, injuring, or damaging autonomous vehicle.

Creates Respiratory Care Interstate Compact; provides purpose & objectives; requires member states to meet certain requirements to join & participate in compact; provides criteria that licensee must satisfy to practice under compact; provides requirements for renewal of equivalent license in member state; authorizes active military member & his or her spouse to be deemed as having home state license; requires member states to report adverse actions taken against license of occupational therapist or occupational therapy assistant by other member states; establishes Respiratory Care Interstate Compact Commission; provides for jurisdiction & venue for court proceedings; provides membership, duties, & powers; requires member states to participate in exchange of specified information; authorizes commission to adopt rules & bylaws; provides for development, maintenance, & use of coordinated database & reporting system; requires member states to submit specified information to data system; provides requirements for information in data system; provides rulemaking procedures; provides for state enforcement of compact; provides for termination of compact membership; provides procedures for resolution of certain disputes.

Removes requirement that Governor consider certain appointees; removes provisions relating to minority participation for lottery retailers; provides for equal employment opportunity; prohibits hiring manager from engaging in certain employment practices; authorizes certain persons to file complaints with Attorney General; revises personnel rules of DMS.

Revising the primary investigative, enforcement, and prosecutorial responsibilities of law enforcement officers appointed by the Division of Alcoholic Beverages and Tobacco within the Department of Business and Professional Regulation; revising the lists of persons or entities that may request copies of certain documentation relied on by an employer to verify a new employee's employment eligibility to include the department; revising a provision prohibiting talent agencies from sending or causing to be sent any employee or minor to certain locations for certain purposes; providing that a public lodging establishment or public food service establishment that distributes or sells hemp extract in violation of the state hemp program is subject to specified penalties, etc.

Revises duties & requirements of Florida Digital Services; creates the Bureau of Enterprise Project Management and Oversight; provides duties & requirements of the bureau; requires state agencies include follow certain processes and use certain forms; requires certain information be included in specified contracts; revises requirements for certain contracts; requires DMS to create a repository for certain records; revises requirements for information technology competitive solicitations.
