Establishing the First in Your Family Florida Medical School Scholarship and Grant Program within the Department of Education for specified purposes; requiring the department to award scholarships to certain students enrolled in specified schools or programs; authorizing the department to provide grants to certain postsecondary educational institutions or nonprofit organizations to create and implement nontraditional mentoring services or support programs for specified purposes, etc.

Providing that certain long-term prison sentences are parole-eligible under certain circumstances; providing conditions of parole for such persons; providing for disposition of savings produced by such a program of parole, etc.

Citing this act as the "Freedom of Conscience in the Workplace Act"; specifying an employment policy of this state relating to a person's sex; prohibiting employees and contractors of certain employers from being required to use certain pronouns or requiring such employer to use a pronoun that does not correspond to the employee's or contractor's sex; providing that it is an unlawful employment practice for the state or any county, municipality, special district, or other political subdivision to require certain training, instruction, or activity as a condition of employment, etc.

Renames, removes, & redesignates specified boards, commissions, & councils established within DBPR; changes office locations of certain divisions; requires DBPR to provide to Division of Professions summary of changes to statutory law within specified time period after adjournment of session; revises retail nicotine product dealer administrative penalties; authorizes Division of Alcoholic Beverages & Tobacco to assist any agent of DACS in enforcing state hemp program; authorizes division to enter any public or private premises during specified timeframe in performance of its duties.

Repeals provisions, relating to definitions, tax on aviation fuel, refunds for certain air carriers, administration of tax, disclosure of price, distribution of proceeds, refunds to carriers, commercial air carrier registration & reporting, & tax exemption for federal entities, respectively.

Extends Medicaid eligibility for specified low-income adults.

Requires certain licensees & practitioners to refund to patient any overpayment within specified timeframe; authorizes AHCA to impose administrative fine for failure to refund patient overpayment; revises acts that constitute grounds for disciplinary actions for health care practitioners.

Providing that wild and farm-raised fish are considered misbranded under certain circumstances; requiring the Commissioner of Agriculture to establish the Florida Wild Fish and Seafood Certification Program; requiring all wild fish and seafood products intended to be certified and marketed as Florida wild fish or Florida wild seafood product to meet certain requirements; defining the term "wild or farm-raised fish"; requiring public food service establishments selling wild or farm-raised fish to publish specified information relating to the fish through certain means, etc.

Prohibiting a person whose community association manager license is revoked from having an indirect or direct ownership interest in, or being an employee, a partner, an officer, a director, or a trustee of, a community association management firm for a specified timeframe; prohibiting a community association manager or a community association management firm from knowingly performing any act directed by the community association if such act violates any state or federal law; authorizing an association board meeting to be conducted in person or by video conference; requiring a cooperative association to create and maintain an online account with the division, etc.

Proposing amendments to the State Constitution to repeal the creation of the office of Lieutenant Governor, the office of Legislative Auditor, and the Government Efficiency Task Force, to create the office of the Commissioner of Government Efficiency as a Cabinet officer, and to revise provisions relating to government efficiency and succession to the office of Governor if there is a vacancy or in the case of impeachment or incapacity, etc.

Defining the terms "guaranteed income program" and "local government"; prohibiting a local government from adopting or enforcing a law, an ordinance, a resolution, an order, or a rule that has the purpose or effect of providing for payments under a guaranteed income program; authorizing the Attorney General to send a cease and desist order to a local government that violates specified provisions, etc.

Establishes Task Force on Diabetes Management; ; requires task force to develop certain criteria upon making certain determination; provides for membership & meetings of task force; authorizes State Surgeon General to reestablish task force; specifies procedures & duties if task force is reestablished; requires State Surgeon General to establish program under certain conditions by specified date; requires DOH to create & maintain website; requires federally qualified health centers or covered entities to make good faith effort to schedule appointments within specified timeline; authorizes pharmacist to prescribe & dispense 30-day supply of insulin drugs, glucagon drugs, diabetes devices, & diabetic ketoacidosis devices; prohibits pharmacist from requiring patients to pay more than certain amount for such drugs & devices; requires pharmacists to refer patient to federally qualified health center; requires department to provide certain notice to all pharmacists; requires health insurance policies & health maintenance contracts, respectively, to provide coverage for laboratory & diagnostic testing & screening for diabetes; prohibits health insurance policy & health maintenance contracts from exposing certain cost-sharing requirements; provides applicability; requires dispenser to report to electronic health recordkeeping system certain drugs & devices dispensed.

Revises provisions related to prohibitions on investments & contracts to companies that boycott Israel to include certain institutions, organization, agencies, & governments; prohibits arts & cultural grants for entities that engage in boycotts or discrimination; provides penalties; revises provisions relating to prohibition on contracting with entities.

Specifying conduct that constitutes dangerous excessive speeding; authorizing the revocation of a person's driving privilege for a specified period upon a second or subsequent conviction of dangerous excessive speeding; providing exceptions to the requirement that an officer indicate the applicable civil penalty on a specified traffic citation, etc.

Revising the definition of the term "kratom product"; prohibiting processors from manufacturing, delivering, offering for sale, distributing, or selling finished kratom products that do not meet specified requirements; requiring that kratom products be manufactured by, delivered to, offered for sale by, distributed by, or sold by a processor who holds a certain permit; requiring such processors to be registered with the United States Food and Drug Administration; prohibiting the serving of kratom beverages combined with alcohol, drugs, or other kratom products, etc.
