Authorizing a county to require proof that certain borrowers are lawfully present in the United States; restricting eligibility for the Florida Homeownership Assistance Program and the Florida Hometown Hero Program, respectively, to persons who are lawfully present in the United States; requiring that all private employers, rather than only those employing a specified number or more of employees, use the E-Verify system to verify a new employee's employment eligibility, etc.

Authorizing certain special districts to jointly enter into, participate in, establish, or control specified joint relationships or collaborations if a certain determination is made by such districts; authorizing such districts to exercise such powers regardless of certain consequences as a result of exercising such power, etc.

Revises duties of Florida Digital Service; requires state CIO, in consultation with Secretary of Management Services, to designate state chief technology officer; requires state agency & local government to report ransomware & cybersecurity incidents within certain time periods; requires Cybersecurity Operations Center to provide notifications & reports; requires state agency head to annually designate chief information security officer; revises membership of Florida Cybersecurity Advisory Council.

Authorizes Office of Statewide Prosecution to investigate & prosecute specified violations; revises provisions relating to false reports of abuse, abandonment, & neglect; requires DCF to enter into agreements with certain military installations for child protective investigations; authorizes law enforcement officer or authorized agent of department to take child into custody who is subject of specified court order; authorizes DCF or community-based care provider to petition court for specified order for immigrant children; provides requirements for natural persons, other entities, & the department relating to unaccompanied alien children; provides criminal penalties & civil fines; revises provisions relating to provisional certification for additional domestic violence centers; revises membership requirements for certain independent special districts; authorizes DCF to grant certain exemptions from disqualification for certain persons; requires DCF to establish fee schedule for daily room & board rates for certain children; authorizes DCF to extend certain license expiration date; provides that certain residential child-caring agencies are not subject to certain proximity requirements; provides that certain residential child-caring agencies are not required to install fire sprinklers or fire suppression system; specifies entity with jurisdiction for accepting missing child reports; authorizes law enforcement agencies to use reasonable force to take certain children into custody.

Provides that House of Representatives & Senate convene in Joint Session for purpose of receiving message from Governor.

Revising policies regarding equal employment opportunity in state government; repealing a provision relating to utilization of minority business enterprises in contracts for public construction works; revising provisions governing preferences for Florida-based businesses in procurement; repealing a provision relating to the certification of minority business enterprises; authorizing the Attorney General to bring a civil action against a vendor or affiliate that violates specified provisions, etc.

Revises provisions relating to duties & responsibilities of & entities regulated by DFS & CFO, including compensation, payments, financial management & accounting programs, public depositories, health care providers, Special Disabilities Trust Fund, stop-work orders, funeral homes, cemeteries, boilers, insurance agents, title insurance agencies, insurers, firefighting, insurance contracts, & bail bond agents.

Removes ability of optician to delegate specified acts to unlicensed supportive personnel; removes exception to optician licensure requirements for employees working under direct supervision of physician or optometrist.

Prohibiting a contract between a health insurer and a physician from containing certain restrictions on payment methods; requiring a health insurer to make certain notifications and obtain a physician's consent before paying a claim to the physician through electronic funds transfer; prohibiting a health insurer from charging a fee to transmit a payment to a physician through Automated Clearing House (ACH) transfer unless the physician has consented to such fee; prohibiting a health insurer from denying a certain claims submitted by a physician, etc.

Authorizes county to require proof that certain borrowers are lawfully present in United States; prohibits state & local governmental entities & private corporations from providing down payment assistance to person who is not lawfully in United States; requires immediate repayment of downpayment assistance & initiation of foreclosure proceedings; restricts eligibility for Florida Homeownership Assistance Program & Florida Hometown Hero Program, respectively, to persons who are lawfully present in United States; requires that all private employers, rather than only those employing specified number or more of employees, use E-Verify system to verify new employee's employment eligibility; prohibits money services business' licensees from initiating foreign remittance transfers unless they have verified that sender is not unauthorized alien.

Revising the circumstances used to determine intestate succession involving certain persons born out of wedlock, etc.

Revising provisions related to taxes & assessments including terminology, powers of governing bodies, administration, property appraisers, valuation, agricultural land, millage, state lands, delinquencies, collection, and interest.

Repealing a provision relating to a fee for commissions issued by the Governor; prohibiting commissions from being issued by the Governor, attested to by the Secretary of State, or bearing the seal of the state until the oath of office is filed as required; revising duties of the State Library Council; requiring the Secretary of State to identify whether construction grant funds meet certain criteria and are used for certain purposes; revising the membership of the Florida Council on Arts and Culture, etc.

Requiring Space Florida to administer the International Aerospace Innovation Fund; establishing the International Aerospace Innovation Fund; providing the purpose and duties of the fund; requiring Space Florida to establish an application process for projects seeking funding from the fund, etc.

Proposing amendments to the State Constitution to authorize the Legislature to provide two $25,000 exemptions and an assessment limitation to certain real property subject to a long-term lease and to provide an effective date, etc.
