Authorizes that certain employees' payable compensation be deducted & contributed to deferred compensation plan through automatic enrollment arrangement unless employee makes certain election; requires that automatic enrollment arrangement be established with default contribution rate; authorizes periodic reenrollment of specified government employees; authorizes periodic resetting of contribution rates for specified government employees; requires that automatic enrollment arrangement provide employees ability to make certain elections regarding contributions; requires that plan provide for default investment into which contributions must be placed under specified circumstance; authorizes counties, municipalities, political subdivisions, & constitutional county officers to adopt automatic enrollment arrangements for specified deferred compensation programs; provides that deferred compensation plan may only include automatic enrollment arrangement upon approval of Legislature; authorizes that certain automatic deferrals be made by payroll deduction; requires that certain deduction of wages or salary of employees be treated in specified manner.

Prohibits certain persons from knowingly & intentionally disclosing certain information unless authorized by specified persons; requires persons who receive such information to refer person who provided such information to Commission on Ethics.

Requiring work-based learning opportunities to be scheduled at times and locations to maximize student access and participation; providing that a high school's annual career fair must provide certain students the opportunity to meet and interview with certain employers; requiring a student's personalized academic and career plan to be reviewed annually for a certain period of time and signed by certain persons; requiring the Board of Governors and the State Board of Education to adopt regulations and rules, respectively, to enable certain students to earn postsecondary credit and career education clock hours for certain training and education acquired while an apprentice or a preapprentice, etc.

Revising which facilities must be identified in the capital improvements element of a comprehensive plan that imposes transportation concurrency, etc.

Revising, providing and deleting provisions related to community redevelopment agencies, agriculture, industries and professions, professional licensure and registration, & insurance regulations.

Citing this act as the "Tristin Murphy Act"; expanding the programs and diversion initiatives supported by implementation or expansion grants to include training for 911 public safety telecommunicators and emergency medical technicians for certain purposes and to include veterans treatment court programs; encouraging communities to apply for specified grants to establish misdemeanor or ordinance violation mental health diversion programs; encouraging communities to apply for specified grants to establish pretrial felony mental health diversion programs; expanding eligibility for the Forensic Hospital Diversion Pilot Program to include Hillsborough County, etc.

Provides honorary designations of certain transportation facilities in specified counties; directs DOT to erect suitable markers.

Requires DCF to adopt rules to streamline licensure application process for licensed foster parents who relocate within this state; requires such rules to include priority review of applications, expedited home studies & background checks, & recognition of prior foster parent training coursework.

Defining the term "private lab"; creating the Expedited DNA Testing Grant Program within the Department of Law Enforcement; specifying potential grant recipients; providing purposes for the grants under the program; specifying eligible uses for such grant funds; requiring each grant recipient to provide a report to the executive director of the department within a certain timeframe, etc.

Revising the method of homestead property assessments; requiring that assessments be at the most recent purchase price or, in the case of new construction, the cost of construction; requiring that reassessment be the prior assessed value or a specified calculation; authorizing the Department of Revenue to create a grant program for a certain purpose, etc.

Repealing a provision relating to the State Long-Term Care Ombudsman Council; clarifying that the department is responsible for designating area agencies on aging; deleting the requirement that the department fund more than one community care service system within specified counties; specifying requirements for offices of public guardian; increasing the frequency with which offices of public guardian are audited, etc.

Revising the definition of the term "roofing contractor"; requiring certain roofing contractors to complete certain continuing education courses; revising the circumstances under which residential property owners are authorized to cancel a roof repair or replacement contract without penalty or obligation following a declared state of emergency; revising the notice that contractors must provide to residential property owners when executing such a contract, etc.

Providing circumstances under which the Department of Health may issue a notice to cease and desist and pursue other remedies upon finding probable cause; prohibiting the use of specified titles and designations by health care practitioners not licensed as physicians or osteopathic physicians, as applicable, with an exception; providing that the use of such titles and designations constitutes the unlicensed practice of medicine or osteopathic medicine, as applicable; authorizing the department to pursue specified remedies for such violations, etc.

Increases DROP participation from 5 years to 8 years; removes full scale contribution rate; revises, updates, & conforms terminology.

Authorizing the Secretary of Transportation to appoint a specified number of assistant secretaries; creating the Florida Transportation Research Institute; providing that certain spaceport and space industry-related facility projects and commercial shipbuilding and manufacturing facility projects are eligible for grant funding under the Florida Seaport Transportation and Economic Development Program; authorizing the department, in consultation with the Department of Commerce and the Department of Environmental Protection, to fund certain infrastructure projects and projects associated with certain critical infrastructure projects; requiring airports to provide the Department of Transportation with the opportunity to use certain airport property for a specified purpose during a declared state of emergency, etc.
