Providing that certain health care practitioners under contract with a nurse registry are deemed independent contractors for purposes of provider reimbursements under the Medicaid program; providing that such practitioners are not eligible for overtime or holiday pay, etc.

Requiring certain employers to establish and administer a safety committee; requiring an employer to provide a specified written description to each employee within a specified time period; requiring an employer to establish, maintain, and preserve specified records on each employee; authorizing certain persons to request specified information from an employer, etc.

Prohibits governmental entities and educational institutions from adopting, implementing, or enforcing international health organizations' public health policies or guidelines without exception.

Deleting the requirement that Medicaid managed care plans cover prescription drug services; beginning on a specified date, requiring the Agency for Health Care Administration to reimburse Medicaid providers for pharmacy services directly through a fee-for-service delivery system, regardless of whether the Medicaid recipient was previously enrolled in a managed care plan; requiring the agency to establish reimbursement rates, dispensing fees, and any supplemental rebates for pharmacy services, etc.

Providing that the Chief Financial Officer is the agent for service of process on health maintenance organizations; authorizing the Department of Law Enforcement to exchange certain records with the Office of Insurance Regulation; deleting certain provisions relating to credits allowed in specified reinsurance circumstances and relating to assuming insurers' accreditations; prohibiting personal residential property insurers from submitting more than two use and file filings under certain circumstances; requiring that certain rate filings with the office from residential property insurers include rate transparency reports, etc.

Prohibits cell manufacturers or marketers from selling consumer or nonconsumer products powered by medium-format, portable, lithium, or primary batteries unless specified requirements are met.

Providing a discount for certain veteran-owned businesses on payment of tolls for the use of toll facilities under a pilot program established by the Department of Transportation; providing eligibility requirements for the pilot program; requiring the Florida Turnpike Enterprise in coordination with the Department of Veterans' Affairs and the Department of Management Services to administer the pilot program, etc.

Expands programs & diversion initiatives supported by implementation or expansion grants to include training for 911 public safety telecommunicators & emergency medical technicians for certain purposes & to include veterans treatment court programs; exempts certain fiscally constrained counties from local match requirements for specified grants; encourages communities to apply for specified grants to establish pretrial felony mental health diversion programs; provides model process for such mental health diversion programs; authorizes specified entities to collaborate to establish certain policies & procedures & to develop certain consent form; requires mental health evaluations & following of all recommendations as conditions of probation for specified defendants; creates Florida Behavioral Health Care Data Repository within Northwest Regional Data Center; requires data center to develop specified plan & submit annual report.

Requiring individual and group health insurers to provide notice of prescription drug formulary changes within a certain timeframe to current and prospective insureds and the insureds' treating physicians; requiring insurers to annually submit a specified report to the Office of Insurance Regulation by a specified date; requiring specified individual health insurers and their pharmacy benefit managers to apply payments for prescription drugs by or on behalf of insureds toward the total contributions of the insureds' cost-sharing requirements under certain circumstances; requiring specified contracts to require pharmacy benefit managers to apply payments by or on behalf of insureds toward the insureds' total contributions to cost-sharing requirements, etc.

Requires all utility systems to establish & maintain comprehensive condition assessment program; provides requirements for such program; provides for enforcement & compliance; requires utility systems to annually submit specified reports to DEP; provides for funding.

Specifying that the Fish and Wildlife Conservation Commission's authorization to establish protection zones includes modifying the allowable means of certain vessel positioning to prevent significant harm to certain springs; prohibiting an officer from performing a vessel stop or boarding a vessel without probable cause; requiring the commission, in coordination with the Department of Highway Safety and Motor Vehicles, to create the "Florida Freedom Boater" safety inspection decal for specified purposes; creating the "Watercraft Energy Source Freedom Act", etc.

Providing honorary designations of certain transportation facilities in specified counties; revising an honorary designation in a specified county; directing the Department of Transportation to erect suitable markers, etc.

Citing this act as "Cody's Law: Florida No Vaccine-Injured Patient Left Behind"; requiring the Agency for Health Care Administration to expedite the review and payment process for claims related to adverse reactions to vaccines, immunizing agents, and emergency countermeasure drugs under the Medicare, Medicaid, and Medicaid medically needy programs; requiring the agency to publish certain information on its website, etc.

Revising provisions related to Local Option Taxes including Tourist Development Tax, Local option food and beverage tax, & discretionary sales surtax.

Exempting from the state sales tax the sale of indigenous products, etc.
