Requires that local governments use certain excess funds from fees collected from enforcement of Florida Building Code to perform necessary services or repairs on their stormwater management systems; prohibits state funds from being used by local government for that purpose if local government has such excess funds; prohibits local governments from receiving state funds through local funding initiative; provides exception; provides that local government is not eligible for additional state funds if it has been subject to legislative committee's audit within specified timeframe or if it fails to submit affirmation to legislative delegation; requires each legislative committee to report such local governments to presiding officers & appropriations chairs.
