Prohibits governmental entities from entering into certain contracts for services or to purchase certain products & from extending or renewing contracts with entities with certain connections to foreign countries of concern; requires certain entities that submit bid, proposal, or reply to provide goods or services to sign affidavit; prohibits laboratories from using certain operational or research software produced in or by foreign country of concern, state-owned enterprise of foreign country of concern, or company domiciled within foreign country of concern; provides certain protections for licensees who fail to obtain assurances from person or entity that indirectly owns controlling interest in licensee or indirectly holds interest in certain entities.

Prohibits awarding body from requesting documentation of or considering race or ethnicity when granting contracts or awards; prohibits awarding body from requiring or encouraging contractor or grantee to consider race or ethnicity when granting contracts, subcontracts, or awards; requires awarding body to submit notice of proposed rulemaking & adopt final rule within specified time periods; requires reduction of procurement goals by specified proportion; provides that certain laws, charter amendments, ordinances, resolutions, rules, regulations, & policies adopted by this state or local government are prohibited & void.

Prohibits counties & municipalities, respectively, from taking official action as it relates to diversity, equity, & inclusion; provides penalty; authorizes cause of action against counties & municipalities, respectively, that take such action; defines "diversity, equity, & inclusion."

Requires state to be granted an easement for ingress and egress to abandoned cemeteries on private property for specified purposes.

Prohibits certain acts concerning historic monuments & memorials on public property; provides for standing to bring civil actions; provides civil penalties for officials who engage in certain actions; provides local government is liable in certain instances; requires state to restore or relocate monument or memorial in certain circumstances; prohibits distribution of funding to local governments until they reimburse state; authorizes removal or temporary relocation of monument or memorial in certain instances provided certain requirements are met; specifies certain duties of Division of Historical Resources & Department of Veterans' Affairs.

Provides public records exemption for Parkinson's Disease Registry that provides background information on individuals served by Parkinson's Disease Research Program; provides for future legislative review & repeal of exemption; provides statement of public necessity.

Requiring dog breeders to pay registration and renewal fees in amounts to be determined by the Department of Agriculture and Consumer Services; providing a limit on such fees; requiring the department to notify a certificateholder of the annual renewal fee by a specified date, etc.

Revises definition of term "fatal fetal abnormality"; provides that one physician, rather than two physicians, must make specified medical determinations for purposes of specified medical exceptions to limitation on termination of pregnancies; revises criteria of specified medical exception.

Prohibits certain business entities from purchasing, acquiring, or otherwise obtaining certain property & subsequently leasing or renting such property; specifies that certain sellers are not liable for certain violations; authorizes Attorney General to bring civil action; provides remedies.

Revises definition of term "machine gun" for purposes of firearm statutes.

Revising the definition of the term "cigarette"; revising the definition of the term "tobacco product"; defining the term "heated tobacco product"; revising the definition of the term "tobacco product", etc.

Providing requirements for issuance, denial, suspension, and revocation of ambulatory surgical center licenses; requiring the Agency for Health Care Administration to make or cause to be made specified inspections of licensed facilities; requiring the agency to coordinate periodic inspections to minimize costs and disruption of services; providing that specified provisions govern the design, construction, erection, alteration, modification, repair, and demolition of licensed facilities; requiring licensed facilities to establish an internal risk management program; providing certain investigative and reporting requirements for internal risk managers relating to the investigation and reporting of allegations of sexual misconduct or sexual abuse at licensed facilities, etc.

Revising the sales tax exemption for the sale of marijuana and marijuana delivery devices to apply only to purchases by qualified patients and caregivers; revising background screening requirements for caregivers; authorizing MMTCs licensed to cultivate or process marijuana to use contractors to assist with the cultivation and processing of marijuana but providing that the licensee is ultimately responsible for all operations relating to the cultivation and processing and for maintaining physical possession of the marijuana at all times; authorizing MMTCs licensed to cultivate and process marijuana to sell marijuana at wholesale to other registered MMTCs only if certain conditions are met; requiring an MMTC to obtain a facility permit before selling, dispensing, or storing marijuana in a facility, etc.

Provides that all employee organizations that are certified as bargaining agent, & not just those representing certain employees, may deduct dues & assessments from salaries of certain employees; removes provision requiring certain employee organizations to petition for recertification; provides applicability; requires certain employers to implement outdoor heat exposure safety program that has been approved by specified departments; specifies requirements for safety program; provides responsibilities for certain employers & employees; provides exceptions; requires specified annual training on heat illness & providing requirements for such training; requires DACS, in conjunction with DOH, to adopt specified rules; requires certain contracting agents to contribute funds to qualified benefit providers for benefit of workers; provides contribution amount; requires such contributions to be made within certain time period; provides requirements for such contributions; provides duties of qualified benefit providers; authorizes qualified benefit provider to use specified percentage of contributions for administrative functions; requires worker to select qualified benefit provider; authorizes worker to change his or her qualified benefit provider annually; requires contracting agents to provide certain information to its workers; provides requirements for organization to become qualified benefit provider; provides cause of action.

Revises provisions relating to public postsecondary boards, presidents, presidential succession plans, textbooks & instructional materials, & graduation requirements; Institute for Freedom in the Americas; & K-12 educational facilities, early warning system, district school board real property, capital outlay, student reading & mathematics deficiencies, schools of hope, New Worlds Reading Initiative, student report cards, & school grades; & establishes Rural Incentive for Professional Educators (RIPE) Program.
