Requires OPPAGA to conduct study of prevalence & effects of lead in drinking water in certain public facilities; specifies information to be included in study; requires OPPAGA to consult with interested entities in conducting study; requires OPPAGA to submit study to Governor & Legislature by specified date; requires DEP to consider & prioritize certain water quality improvement projects relating to special flood hazard areas; provides requirements for DOH, FWCC, & WMDs relating to harmful algal blooms; requires submission of plan relating to prevention & mitigation of harmful effects of blue-green algal blooms to certain entities by specified date; requires specified entities to provide schedule for implementing plan; requires DACS & SFWMD to take specified actions to ensure nitrogen levels continue to drop in Lake Okeechobee; requires DEP & SJRWMD to take specified actions relating to improving water quality in Upper St. Johns River Basin; provides reporting requirements.

Requires state to be granted an easement for ingress and egress to abandoned cemeteries on private property for specified purposes.

Creates a state-funded grant program with Office of Broadband to fund broadband infrastructure projects in underserved farming communities; provides eligibility criteria; specifies limits on annual funding; requires funding recipients to providing annual reports containing specified information; requires office to conduct performance audits; authorizes farmers in underserved farming communities to receive specified tax credits if certain conditions are met; specifies projects eligible for tax credits; requires Office of Broadband to conduct specified public awareness campaigns & provide technical training programs.

Revises requirements for board of county commissioners salary formula to apply to noncharter counties; provides for determination of salaries of members of boards of county commissioners of certain counties; requires referendum for board of county commissioners to increase salary, retirement benefits, or other compensation paid to its members; requires referendum election costs to be paid by county; requires referendum for governing body of municipality to increase salary, retirement benefits, or other compensation paid to its members; requires referendum election costs to be paid by municipality; requires referendum for governing body of special district to increase salary, retirement benefits, or other compensation paid to its members; requires referendum election costs to be paid by special district.

Beginning on specified date, requiring AHCA to reimburse nonnursing services provided by licensed providers at same rate or higher than rate it reimburses unlicensed providers for such services under Medicaid long-term managed care program; requires agency annually to adjust rate for licensed providers; requires agency, within specified timeframe, to seek any Medicaid waiver or state plan amendment necessary to implement rate changes.

Revises authorized uses Family Empowerment Scholarship Program & Florida Tax Credit Scholarship Program funds to include specified tuition & fees; & defines specified terms.

Defines "direct-support professional"; authorizes direct-support professionals & relatives of clients in group home facilities for individuals with developmental disabilities to administer insulin as prescribed to client if specified conditions are met; provides group home facilities, direct-support professionals, & relatives of clients with immunity from civil liability for damages & civil & criminal penalties; authorizes unlicensed direct service provider to supervise self-administration of insulin & epinephrine through use of specified devices.

Provides public records exemption for personal identifying & location information of current or former employees of Judicial Qualifications Commission & their spouse & children; provides for retroactive application; provides for future legislative review & repeal; provides statement of public necessity.

Requires court to award attorney fees to prevailing parties in civil actions brought against surplus lines insurers & insurers by named or omnibus insureds or named beneficiaries; provides guidelines to determine prevailing parties; provides applicability of prevailing party attorney fee provision to specified insurers, insurance policies or coverage types, & rate standards & to claims presented to specified guaranty associations.

Requires DOH to include uterine fibroids in a specified list of diseases.

Requires surplus lines insurers to comply with valued policy law; requires insurers' decisions to deny claims to be reviewed, approved, & signed off by qualified human professionals; prohibits artificial intelligence, machine learning algorithms, & automated systems from serving as basis for denying claims; requires insurers to maintain certain records of human review process for denied claims; requires insurers to include certain information in denial communications to claimants; authorizes OIR to audit claim denials.

Prohibits governmental entities from entering into certain contracts for services or to purchase certain products & from extending or renewing contracts with entities with certain connections to foreign countries of concern; requires certain entities that submit bid, proposal, or reply to provide goods or services to sign affidavit; prohibits laboratories from using certain operational or research software produced in or by foreign country of concern, state-owned enterprise of foreign country of concern, or company domiciled within foreign country of concern; provides certain protections for licensees who fail to obtain assurances from person or entity that indirectly owns controlling interest in licensee or indirectly holds interest in certain entities.

Establishes the Consortium for Parkinson's Disease Research within the University of South Florida; establishes the Parkinson's Disease Research Board; requires the board to direct the operations of the consortium and to annually adopt a plan for Parkinson's disease research; provides duties of the consortium director; provides research requirements for the plan.

Provides exemption from public records requirements for any matter in a pleading, request for relief, or other document which has been stricken by court in noncriminal case if court makes specific findings; provides statement of public necessity.

Expands hours during which registered agents are required to keep designated registered office; specifies that certain registered agents may be served process in specified manner; authorizes service of process by personally serving receiver for specified domestic entities in receivership during pendency of receivership; requires that certain substituted service of process be issued in name of party to be served in care of SOS; authorizes use of specified substituted service method; provides that SOS & DOS are not parties to lawsuits & may not be served additional court filings by reason of specified substituted service; authorizes substituted service on SOS in specified circumstances; provides retroactive application.
