Establishes the sanitary retail food store grant program to provide funding to retail food stores that fail inspections to correct deficiencies if such stores are unable to sustain the costs to immediately correct critical deficiencies, are located in food deserts, and would otherwise be unable to stay in operation due to their inability to meet and maintain sanitary standards.
Provides immunity from prosecution for certain individuals engaged in prostitution who are victims of or witnesses to a crime and who report such crime or assist in the investigation or prosecution.
Provides regulatory control of Internet service providers by the public service commission; requires Internet neutrality; relates to the placement of equipment on utility poles.
Suspends the registration of a vehicle which has been documented multiple times within a period by a photo violation monitoring device for failure to comply with traffic-control indications.
Establishes a moratorium on the installation of synthetic turf pending a comprehensive environmental and public health study; relates to environmental impact assessments of the use of synthetic turf; provides for the repeal of certain provisions upon expiration thereof.
Relates to eliminating rent for homeless shelters; provides that a homeless individual or family applying for or receiving temporary housing assistance shall not be required to pay to any local or state government or agency or any provider, room and board or contribute any earned or unearned income, available benefits or resources to eliminate their need for temporary housing assistance or as a condition to receive temporary housing assistance from such provider.
Restricts the use of total release fogging pesticides unless the purchaser is licensed as a certified commercial pesticide applicator, certified residential pesticide applicator, or certified commercial pesticide technician in the state of New York or the purchaser is licensed in an equivalent manner in a jurisdiction with reciprocity with the state of New York, as determined by the department; restricts the use of total release fogging pesticides in multi-unit dwellings.
Authorizes incarcerated individual's serving indeterminate sentences of imprisonment for offenses involving controlled substances and marihuana to receive good time allowances against the minimum terms of their sentences not to exceed one-third of the minimum term imposed; provides that drug offenders can receive good behavior allowances for progress in assigned treatment programs and willing performance of duties.
