Requires the notification of a crime victim or witness of the death of the accused if such person dies during pending judicial proceedings or during any period of incarceration, parole or post-release supervision, or when an order of protection exists.
Provides that certain utilization review determinations shall be made consistent with medical and scientific evidence; includes services for mental health and substance use disorders as part of emergency services.
Directs the department of social services to establish an outdoor, nature-based child care pilot project to explore establishing licensing guidelines for the operation of outdoor, nature-based child care programs in an outdoor space and that employ a nature-based early learning curriculum to teach enrolled children.
Provides that any one-way, round trip or multi-trip tickets purchased for use on the Long Island Rail Road or the Metro-North Commuter Railroad Company by a senior citizen or a person with a disability shall be valid at any time during the day or night.
Prohibits immigration enforcement in school settings; prohibits all public and charter schools from allowing law enforcement officials inside school property to access a student, except to address an imminent safety situation or if they have an appropriate judicial warrant or judicial order.
Provides that certain communications between a claimant's attorney or representative and an injured employee's treating provider or a claimant's medical consultant are not improper influence or an attempt to improperly influence.
Authorizes the commissioner of corrections and community supervision to discipline certain employees for acts of serious misconduct; defines serious misconduct; establishes procedures for such disciplinary action; prohibits employees who have been removed for serious misconduct from being placed on the eligible list after such removal.
Authorizes information in OMH's PSYCKES database and similar mental health databases to be disclosed to certain personnel engaged in shelter placement and support services; directs OTDA to establish certain protocols and to facilitate implementation of such provisions; directs OTDA and OMH to establish an oversight committee for such provisions; directs an annual report to be submitted by OTDA and OMH; directs OMH and OTDA to conduct a review of the effectiveness of such provisions.
Requires Medicaid reimbursement rates for inpatient psychiatric care to remain consistent and uniform throughout the duration of the patient's hospitalization, regardless of length of stay.
Authorizes the state liquor authority to issue licenses to new premises for the sale of liquor where such premises is located within two hundred feet of a place of worship and such place of worship has given approval, or where three or more such premises exist in counties of a certain population.
Establishes a wound care kit and xylazine test strip distribution program to supply wound care kits designed for the treatment of injection-related wounds and skin and soft tissue infections, and xylazine test strips, to individuals with a substance use disorder or who are otherwise at risk of drug use, free of charge; prohibits facilities from collecting personally identifying information on such individuals; prohibits police from targeting individuals receiving wound care kits or xylazine test strips under such program.
Enacts the "home repair act" establishing a home repair program and home repair fund to assist in home repairs by homeowners and landlords to improve home conditions.
