Establishes a $25 annual supplemental motor vehicle registration fee for counties outside the Metropolitan Commuter Transportation District; dedicates the revenue to upstate public transportation systems.
Permits the establishment of reserve funds for unanticipated costs relating to special education, provided that the amount in such fund shall not exceed four percent of the district's current school year budget.
Provides that beginning in the 2026-2027 academic year, certain graduate students shall be required to pay 25% of all current and future mandatory university fees; provides that in the 2027-2028 academic year and thereafter, no mandatory university fees shall be charged to certain graduate students and adjunct staff, with the exclusion of the graduate student association student activity fee.
Requires certain investor-owned gas or electric corporations to refund ratepayers when their achieved return on equity exceeds authorized rates of return by fifty percent.
