Prohibits the discrimination of persons based on their religious attire in recreational water parks, including, but not limited to, beaches, lakes, pools and other water facilities operated on land or water for recreational use.

Relates to prohibiting the exclusion of coverage for losses or damages caused by exposure to lead-based paint; provides that no insurer licensed or permitted by the superintendent to provide liability coverage to rental property owners shall exclude coverage for losses or damages caused by exposure to lead-based paint.
Enacts the "making equitable and alternative lunches (MEAL) act"; requires a public school to offer a plant-based food option, a halal food option and a kosher food option as an alternative to every meal or snack offered in food service to any student who chooses such alternative meal or snack as an option.
Designates unlawful fleeing a police officer in a motor vehicle in the third degree as a class E felony; designates unlawful fleeing a police officer in a motor vehicle in the second degree as a class D violent felony offense; designates unlawful fleeing a police officer in a motor vehicle in the first degree as a class B violent felony offense.
Establishes a reverse loan mortgage loan program for seniors; provides for the state of NY mortgage agency to establish many of the parameters for the implementation of the program; defines terms; requires a care needs assessment of each applicant; provides that area agencies on aging shall provide counseling and assistance to applicants; requires independent counseling in compliance with HUD regulations; directs the state of New York mortgage agency to issue an annual report to the governor and the legislature.
Prohibits utility corporations from imposing late fees, interest, or penalties during an investigation by the commission; allows retroactive late fees, interest, or penalties if a determination is made in favor of such utility corporation; prohibits utility services from being terminated during an investigation by the commission; requires utility corporations to notify customers of investigations; requires notice to the general public; requires the public service commission to prepare reports on investigatory proceedings relating to gas, electric, and steam service.
Provides that in cities with a population of one million or more, the rent following the dissolution date of Mitchell-Lama developments shall be the last rent authorized for the affected dwelling.
Establishes protection for senior citizens against unwarranted eviction; requires plaintiff/landlord to file an affidavit determining whether or not the respondent is a senior citizen and sets forth guidelines and procedures for a default eviction against a senior citizen, including representation of counsel; defines senior citizen as persons aged 62 or over for purposes of the real property actions and proceedings law.
Establishes the student loan borrower bill of rights to protect borrowers and ensure that student loan servicers act more as loan counselors than debt collectors.
