Establishes the New York Health program, a comprehensive system of access to health insurance for New York state residents; provides for administrative structure of the plan; provides for powers and duties of the board of trustees, the scope of benefits, payment methodologies and care coordination; establishes the New York Health Trust Fund which would hold monies from a variety of sources to be used solely to finance the plan; enacts provisions relating to financing of New York Health, including a payroll assessment, similar to the Medicare tax; establishes a temporary commission on implementation of the plan; provides for collective negotiations by health care providers with New York Health.
Provides that persons charged with a parking violation shall be able to make an electronic court appearance unless a locality elects not to permit electronic appearances.
Grants medical assistance eligibility for kidney transplant expenses for residents of New York with end-stage renal disease who are otherwise eligible for benefits except for their immigration status.
Prohibits the keeping of inventory, storage, warehouse, processing, packaging, shipping or distributing of flavored vapor products near where vapor or tobacco products are sold at retail or wholesale.
Establishes a pilot program on the referenced rate for prescription drugs; relates to reducing the cost of prescription drugs by establishing maximum wholesale drug prices that are the same as the prices in Canada.
Expands who may visit local correctional facilities to include persons and accompanying staff of the chief executive officer of a county, members of a county legislative body, mayor of the city of New York, New York city public advocate, New York city comptroller, and members of the New York city council.
Expands the definition of mental health care provider to include licensed psychoanalysts, creative arts therapists and behavior analysts for purposes of certain sex offenses committed during a treatment session, consultation, interview, or examination.
Establishes the green affordable pre-electrification program to assist owners and tenants in residential properties in curing structural and building code defects which render the properties ineligible for improvements or projects relating to energy savings, green-house gas emissions reductions, climate change adaptation and resiliency project grants; establishes the energy efficiency and electrification interagency coordination group to coordinate between certain energy efficiency programs.
Grants employees access to personnel records; requires notice of negative information in such records and an opportunity for a review; permits employee to include certain information in personnel records.
