"Video Game Marketplace Child Protection and Anti-Trafficking Act," creates new penalties for non-reporting of suspected human trafficking through video game marketplaces.

Establishes certain animal abuse offenses committed in manner manifesting extreme indifference to value of animal's life as crime of second degree; designated as "River's Law."
Encourages expansion of community mental health programs to include mental health services to veterans; prohibits veterans from being denied county mental health services.
