Directing the Joint State Government Commission to conduct a study regarding the feasibility of implementing both a Statewide ballot rotation system and a precinct ballot rotation system for the order of listing candidates on ballots in primary and general elections and for each type of office and to issue a report.
Directing the Legislative Budget and Finance Committee to conduct a study and issue a report on the current status, management and implementation of modernization practices for the Department of Transportation.
Directing the Legislative Budget and Finance Committee to conduct a comprehensive study of the financial impacts of pooling all school district property tax revenue at the intermediate unit level and distributing that money to school districts based on their average daily membership.
Further providing for compensation of Governor and Lieutenant Governor, State Treasurer, Auditor General, Attorney General, Commissioners of the Pennsylvania Public Utility Commission and heads of departments and for members of the General Assembly.
In offenses against the family, further providing for the offense of endangering welfare of children; in child protective services, further providing for definitions and for exclusions from child abuse; and, in juvenile matters, further providing for definitions.
In sexual offenses, repealing provisions relating to the offense of sexual intercourse with animal; and, in riot, disorderly conduct and related offenses, further providing for definitions and for the offense of aggravated cruelty to animal, providing for the offense of sexual crimes against animals and further providing for exemption of normal agricultural operations.
