Enacts the "Livable New York act" to fight back against climate change, provide additional affordable housing and provide employment opportunities for formerly incarcerated individuals; makes a three billion dollar appropriation therefor.
Relates to the use of funds and payments from the IOLA fund; provides that funds and payments shall not be used for any other purpose other than as stated in section 97-v of the state finance law.
Provides that the submission of claims for services provided by home care agencies shall be done on forms approved by the centers for Medicare and Medicaid services.
Prohibits the knowing sale, offer for sale, or delivery of xylazine to persons under the age of 21 and without proof of the intended use for institutional, veterinary, or scientific purposes.
Provides for a gun violence prevention program in the public schools; provides that the program is to be developed by the department of education in conjunction with other state agencies and educational organizations and is to be made available to schools for use in pre-kindergarten through twelfth grade; provides for a report to the governor and the legislature on the program; enacts the "gun violence prevention act".
Relates to establishing and funding the universal basic income pilot program; requires the comptroller to establish a universal basic income pilot program to provide 10,000 participants with income of $7,200 for individuals or $14,400 for couples per year for two years; establishes participant criteria; requires a study on the program one year after its conclusion; makes an appropriation therefor.
Relates to the provision of breast pumps and related collection and storage materials to certain incarcerated nursing birth parents who are confined in or committed to an institution or local correctional facility with or without their child subject to specific time limitations; requires institutions and local correctional facilities to provide pumps and related materials to such incarcerated birth parents; requires the commissioner of corrections and community supervision to issue an annual report on data relating to incarcerated birth parents.
Prohibits the use of restraints on and the use of force against incarcerated individuals during labor and incarcerated individuals who have experienced different pregnancy outcomes, absent extraordinary circumstances, and on pregnant and post-pregnancy persons during a custodial interrogation; provides for certain exceptions for restraints to be used and in such case limits the use to wrist restraints.
Prohibits health care practitioners from performing a virginity examination or supervising the performance of a virginity examination on a patient; defines "virginity examination".
Relates to information available pertaining to rental histories of rent stabilized units through FOIL applications by the NYS division of housing and community renewal.
