Enacts the "missing vulnerable veterans at risk program act" to establish a missing vulnerable veterans at risk program to provide a comprehensive and coordinated approach to the problem of missing vulnerable veterans at risk.
Protects veterans from fraud and unaccredited representatives; institutes a civil penalty of up to $10,000 for violation; establishes the class A misdemeanor crime of unaccredited representation of a veteran; establishes a veterans' services fund.
Directs the commissioner of veterans' services to establish a registry of self-identifying service members, veterans and family members of such individuals who may have experienced exposure to a hazardous substance at a military installation and to establish and maintain a public information program in order to educate and inform service members, veterans, and their families.
Provides that no entity shall receive fees for services rendered in a veterans' benefits matter until certain notice has been provided to the claimant; provides for the type of notice that shall be provided to claimants; defines terms; makes technical corrections.
Authorizes school districts to borrow against certain reserve funds, pursuant to a resolution adopted by the board of education of such school district.
Authorizes the village of Quogue in the town of Southampton, county of Suffolk to establish a demonstration program imposing monetary liability on the owner of a vehicle for failure of an operator thereof to comply with posted maximum speed limits.
Permits the village of Southampton located in Suffolk county to adopt local laws to implement a demonstration program imposing monetary liability not to exceed fifty dollars on the owner of a vehicle for failure of an operator to comply with stop signs; permits such village to install and operate stop sign photo violation monitoring systems as part of such demonstration program.
