Amends the definition of farm and agricultural land to include land on which agricultural operations are being conducted or is suitable for agriculture operations, and further expand the definition of a farmer.

Requires the producer of artificial turf and turf infill sold or distributed in RI to report its chain of custody, from installation to use, repurposing, recycling and disposal to the department of environmental management.
JOINT RESOLUTION MAKING AN APPROPRIATION OF $991,000 FOR THE TOWN OF MIDDLETOWN (Authorizes the appropriation of the sum of $991,000 for the town of Middletown to upgrade the gymnasium at the new Middletown middle high school to serve a regional emergency shelter.)
Prohibits participation in federal school voucher tax credit for contributions to scholarship-granting organizations unless both the general assembly and the governor approve such participation.
