Establishes the office of inspector general as an independent administrative agency charged with the responsibility to investigate, detect, and prevent fraud, waste, abuse, and mismanagement in the expenditure of public funds.
Requires as part of the director of administration’s report to the general assembly to include information on the number of hybrid, combustion engine, plug-in hybrid, and ZEV vehicles in the light duty fleet. This act would take effect upon passage.
Appropriates the sum of five hundred thousand dollars ($500,000) to fund the Thundermist family medicine residency program during fiscal year 2027 and every fiscal year thereafter.

Requires sentencing court to consider whether defendant is parent of child, or caregiver of elderly, disabled or terminally ill person whose well-being would be adversely affected by the person's incarceration and if so, shall impose a non-jail sentence.
Authorizes the department of environmental management to enter into leases of up to forty (40) years at State Pier #9 in Newport, Chase Marina in Tiverton, and all other ports and marine facilities owned and operated by the department.
Requires that the state's share to public libraries be fixed at twenty-five percent (25%) of the amount appropriated by the city or town in their budgets for fiscal year 2027.

Requires annual inspections of those assisted living residences which contain units licensed to treat residents with Alzheimer's disease and other dementias.
Requires that reimbursement rates for certified mobile response and stabilization services be equal to or greater than the prevailing integrated state Medicaid rate for mobile response and stabilizations services
