Amending the act of June 13, 1967 (P.L.31, No.21), entitled "An act to consolidate, editorially revise, and codify the public welfare laws of the Commonwealth," in public assistance, further providing for uniformity in administration of assistance and regulations as to assistance and for copayments for subsidized child care, providing for report on transition to chip-enabled access cards, further providing for reports to General Assembly, for persons eligible for medical assistance and for nonemergency medical transportation services and providing for abrogation of regulatory requirements for payment for outpatient behavioral health services within physical confines of behavioral health clinic facilities and for SNAP benefit reporting; and making a repeal.
Providing for health care insurance preventive services coverage protections; conferring authority on the Insurance Department and the Insurance Commissioner; and providing for regulations, for enforcement and for penalties.
Providing for the Fresh Food Financing Initiative; establishing the Fresh Food Financing Initiative Restricted Account; and imposing duties on the Department of Agriculture.
Further providing for definitions and for wage rates; providing for additional violations; further providing for powers of secretary, for collection of unpaid wages, for records and reporting and for penalties; and establishing the Equal Pay Enforcement Fund.
In voter registration, further providing for methods of voter registration, providing for electronic voter registration and further providing for preparation and distribution of applications and for approval of registration applications; in records, further providing for general register, for district registers and for reports; in changes in records, further providing for removal notices and for change of enrollment of political party; and, in penalties, further providing for altering registration.
In general powers and duties of the Department of Public Welfare, providing for infant and toddler care professionals salary supplement; and promulgating regulations.
In grounds and buildings, providing for physical space for school library or information center; and, in books, furniture and supplies, providing for school library collections.
