Requires the principal of any high school to allow any local trade union, upon request, to enter the school for the purpose of trade union recruitment, including, but not limited to: making presentations; disseminating literature; and answering questions by students.
Prohibits the use of state funds for non-residents seeking an abortion or any other procedure that results in the intentional termination of a pregnancy at any stage of gestation.
Requires detailed fiscal impact notes on certain legislation stating the estimated annual cost to the political subdivision affected and the source of such estimate; provides that bills will be invalidated if the funding source is not provided or the fiscal impact results in an annual net additional cost in excess of $10,000.
Requires enhanced federal medical assistance percentage funds be directly shared with the counties and the city of New York; requires the comptroller examine and audit all funds received from the enhanced federal medical assistance percentage and the distributions made to counties and the city of New York.
Authorizes the commissioner of general services to transfer and convey certain state land to the Syosset Central School District for the purpose of building new and expanding current facilities at Berry Hill Elementary School; provides for the repeal of such provisions upon expiration thereof.
Requires a pharmacy benefit manager to pay a participating pharmacy at minimum at the national average drug acquisition cost (NADAC) rate, or at the pharmacy acquisition cost rate if greater or there is not a NADAC rate, plus a professional dispensing fee that is at minimum the professional dispensing fee paid under the state medical assistance program.
Requires the court to consider a child's health and safety when making a decision regarding child custody and visitation; directs the court to review certain information as it relates to allegations of child abuse, domestic violence and child safety.
Relates to establishing the COVID-19 children scholarship; provides that children whose parent, primary caretaker or sibling died or was disabled as a result of contracting COVID-19 shall be eligible for such scholarship.
Amends the 2024 capital projects budget to allow competitive grants to include funding for safety and security projects at small businesses at risk of hate crimes or attacks.
Creates the New York state commission on government efficiency to examine state spending, identify unnecessary and wasteful spending and create a report of recommendations of spending items that can be eliminated by New York state.
Establishes a youth outreach department within the state police, city, village, town, and district police departments, and sheriff departments for the purposes of designing and carrying out youth activities organized by the department.
Relates to the sale and possession of self-defense spray devices in the state; removes the requirement that only authorized dealers and pharmacists could sell such devices; permits shipping of such devices within the state; repeals certain provisions of law relating thereto.
