Authorizes cities and towns, except a city with a population of one million or more, to establish community housing funds; authorizes such cities and towns to impose a real estate transfer tax with revenues to be deposited in such funds; makes related provisions.
Prohibits the search, with or without a warrant, of geolocation and keyword data of a group of people who are under no individual suspicion of having committed a crime, but rather are defined by having been at a given location at a given time or searched particular words, phrases, character strings, or websites.
Relates to the appointment and responsibilities of the commissioners of the public service commission; requires the commission to have a duty to protect public interest, including ensuring access to utility services for residential and business customers; prohibits commissioners from having been employed within the last two years by an electric, gas, steam, telecommunications, or water utility that is regulated by the commission.
Directs the commissioner to publicly publish an annual report on the environmental radiation surveillance program and analyze such report showing trends and cumulative impact, as well as notify other relevant agencies if contamination has exceeded EPA standards for maximum amounts of contamination allowed in drinking water or food.
Requires a utility corporation or municipality to notify property owners at least five business days prior to beginning any non-emergency construction or other work that will result in a planned interruption of a customer's property; requires notice to include, but not be limited to, a description of the work to be performed, the expected duration of such work, the location of such work, and the contact information for the utility performing such work; exempts cases where a natural or man-made disaster or state of emergency occurs.
Directs the division of housing and community renewal shall conduct a study on the demographics of tenants living in rent-stabilized apartments in Nassau, Rockland, and Westchester Counties, and in the City of Kingston; provides for the repeal of such provisions upon the expiration thereof.
Relates to providing information to patients and the public on hospital rule-based exclusions; requires the commissioner of health to collect from each hospital a list of its hospital rule-based exclusions and publish such information on the department's website.
Establishes the youth justice innovation fund to make funds available to community-based organizations for services and programs with the purpose of youth development and preventing youth arrest and incarceration.
Provides for automatic eligibility to teacher support and retention programs for teachers employed by certain schools receiving funding for the provision of special education.
