Requires amusement device operators to be at least 16 years old, trained in the use and function of all normal and emergency operating controls, and the proper use of the amusement device; requires the operator to be in the immediate vicinity of the main control panel during operation of the amusement device; prohibits operators from operating more than one device at a time.
Makes changes relating to an authorization of land conveyance by the city of New Rochelle relating to reversion of title to the Armory Building, the annex and the underlying land of such structures, and the reversion of dedicated space for veterans organization use, to the state of New York upon the breach of certain conditions.
Enacts the "New York artificial intelligence transparency for journalism act"; requires developers of generative artificial intelligence systems or services to post certain information on the developer's website regarding video, audio, text and data from a covered publication used to train the generative artificial intelligence system or service; allows journalism providers to bring an action for damages or injunctive relief against developers.
Extends the effectiveness of certain sections of law relating to real property tax exemptions for real property owned by volunteer firefighters and volunteer ambulance workers.

Requires the department of environmental conservation, after consultation with the environmental facilities corporation and the department of state, to submit an annual agency stormwater expenditure report containing a comprehensive estimate and summary of funds needed and funds spent on stormwater projects under the department of environmental conservation, the environmental facilities corporation, the department of state and other applicable agencies or state authorities.
Requires for construction activities that require a state pollutant discharge elimination system permit owners and operators to submit a copy of the required public notice; requires each county receiving such notice to make such notice publicly available on its website.
Relates to the administration of reversible progestin-only contraceptive injections; provides that no pharmacist shall administer reversible progestin-only contraceptive injections without receiving training satisfactory to the commissioner of education and the commissioner of health.
Enacts the tropical rainforest economic & environmental sustainability act requiring that companies contracting with the state do not contribute to tropical forest degradation or deforestation directly or through their supply chains; establishes the supply chain transparency assistance program to assist small and medium-sized businesses and minority and women-owned businesses in achieving compliant supply chains.
Enacts the "prevention of damage to critical infrastructure act"; prevents junk dealers and scrap processors from selling metals that are used by critical infrastructure providers; defines terms.
Relates to paratransit services; directs that an applicant for recertification submit correspondence from a licensed physician in lieu of an in-person assessment.
Enacts the "freedom to read act"; requires the commissioner of education and school library systems to develop policies to ensure that school libraries and library staff are empowered to curate and develop collections that provide students with access to the widest array of developmentally appropriate materials available.
Requires the department of health to establish a registry for the collection of information on the incidence and prevalence of amyotrophic lateral sclerosis (ALS) and motor neuron disease (MND) in the state; requires that every physician, nurse practitioner, physician assistant and general hospital that diagnoses or treats a patient diagnosed with ALS or MND give notice to the department of cases of ALS or MND coming under their care; requires that patients diagnosed with ALS or MND be provided with written and verbal notice regarding the collection of information and patient data on ALS and MND and provides a method for patients to opt out of the collection of data; provides for duties of the department and the commissioner of health in relation thereto.
Provides for due process procedures for persons who currently are placed in New York state education department approved out-of-state residential schools pursuant to the education law and the federal individuals with disabilities education act who have received an offer for transitional care or certain care prior to becoming eligible to receive such care.
